Tetra Tech International Development (http://www.tetratech.com/intdev) is accepting expressions of interest from qualified candidates for a potential position of Director of Administration and Finance (DAF) of the Productive Ecosystems Activity (PEA) project funded by the United States Agency for International Development (USAID) in Colombia. This five-year initiative will focus on nature-based solutions seeking to improve human well-being and biodiversity conservation and engaging key stakeholders, particularly the private sector, in the implementation of nature-based solutions that preserve ecosystems and ecosystem services.

Under the supervision of the Project Director (COP), the Director of Administration and Finance will be experienced and responsible for the administrative operations of the project, including finance, human resource management, contract/grant compliance, procurement and administration of the office while ensuring USAID compliance, local laws, rules and regulations of Tetra Tech. This will be a full-time position and will be located in Colombia for the duration of the project (a duration of five years is anticipated).

Responsibilities:

* Provide guidance to all staff to comply with Tetra Tech and USAID budget regulations.

* Manage the Financial Accounting System, including cash flow, expense tracking, and preparation of monthly financial reports in compliance with USAID and Tetra Tech requirements and regulations.

* Provide financial and budgetary information to parent company Tetra Tech and USAID when necessary.

* Provide guidance and organize training to staff, when necessary, on the relevant rules and regulations of USAID, Tetra Tech, and the Government of Colombia.

* Participate in procurement processes for consulting goods and services, including drafting requests, negotiation of contracts and prices, contractual review of deliverables to ensure their quality and prepare all necessary documentation.

* Manage human resources files for each employee, including employment contracts, evaluation forms, and annual leave.

* Manage the confidential payment of monthly payrolls and order the payment of income tax, health pension, and unemployment benefit to government funds.

Ratings:

*A University degree or higher in Business Administration, Finance, Accounting, or in a relevant discipline is required.

* Minimum 7 years of experience providing administrative leadership and oversight over all aspects related to project operations development—highly desirable grant management experience.

* Minimum three (3) years of experience in a supervisory role in the area of accounting, payroll, procurement, and the provision of logistics support services.

* Experience in financial and contract supervision for USAID-funded projects of similar size and complexity.

* Excellent organizational skills and ability to work effectively in a fast-paced environment.

*Detail-oriented and high ability to prioritize tasks. Supporting the implementation of the project while ensuring compliance with the required policies and protocols.

* Preferably certified in accounting and/or auditor.

* Advanced knowledge in Excel is required, and experience with Quickbooks.

• Domain of Spanish and English.
