DIRECTOR, GENDER BASED VIOLENCE

The Director will supervise GBV team members and will lead activities that focus on amplifying and expanding CARE’s GBV work and will contribute to the wider GJ team strategy and direction with a focus on implementing, integrating and scaling GBV programming. As such, the postholder will ensure technical excellence through the provision of technical guidance and thought leadership on GBV programming and will develop and strengthen working relationships with other CARE teams, targeted Country offices and the wider Federation in an effort to improve and scale CARE’s work in this area for greater impact and influence. The Director will explore new areas of focus and will initiate, lead and contribute to new cutting edge and bold programming initiatives and will represent CARE in external events, participate in networking and actively market CARE’s tools and approaches with the strategic intent of developing new partnerships to scale CARE’s work. The Director will work closely with the GJ team and the Director Program Design and Resource Mobilization Director to identify and position CARE for new funding opportunities. This includes working with the GJ technical Directors, the CARE USA technical teams and the CI impact areas to feed into evidence-based documentation and dissemination of learning for wider impact and advocacy plans for greater influence.

RESPONSBILITIES:

Management and supervision

  • Provide supportive supervision for direct reports.
  • Complete all CARE performance management activities including performance planning, monitoring, and annual performance appraisals.
  • In consultation with HR, take appropriate personnel actions to address performance or behavioral issues and support staff development.
  • Support recruitment and subsequent orientation of key team members for the amplify team and contribute to expected changes in work culture and behavior within and across the wider team.
  • Contribute to and ensure the subsequent translation of revised GJ strategy and direction into individual workplans for amplify team members.
  • Contribute to regular progress review against plans and team charter and support adaptive change management processes as and when required.
  • Responsible for regular updates on implementation status and related financial progress for all grants and funding under technical management and supervision of the amplify team.
  • Ensure appropriate technical and operational support is provided during start up and close out of specific projects/grants under management of the GBV team.
  • In collaboration with the Grants and Finance Manager and the Business Operations Manager maintain a grant tracking system for operational, reporting and financial tracking of expenditures, budget vs actual expenditures, etc. of priority projects.

Technical leadership and quality

  • Responsible for CARE USA and GJT’s leadership and coordination of global initiatives (eg; GBV sub-impact area in development and nexus settings).
  • Support confederation-wide achievement of the GBV vision and targets in the gender impact area strategy.
  • Lead CUSA’s work as it relates to GBV (eg; What Works to Prevent Violence Against Women and Girls II) through TA to grantees, external engagement, capacity strengthening, coordination, etc.
  • Provide ongoing technical assistance on GBV programming for strategic, donor-funded grants focusing on GBV programming.
  • Support project management and GBV integration efforts through high quality technical assistance to CMPs and COs; particularly during project start up, implementation and close out.
  • Develop and implement practical guidance, tools, and training to strengthen capacity for GBV programming within CARE.
  • Engage with colleagues/teams to identify capacity strengths and gaps in GBV integration across impact areas.
  • Support People and Culture in their efforts to institutionalize gender.
  • Support the Grants and Finance Manager and the Business Operations Manager in their efforts to maintain a grant tracking system for operational, reporting and financial tracking of expenditures, burn rates etc of priority projects.
  • Ensure donor report development and submission, including writing, reviewing, and editing reports according to internal and donor requirements as necessary.
  • For priority projects, ensure compliance with contractual and reporting requirements through project financial management to facilitate country office and partner staffs’ ability to ensure donor requirements are met and projects are managed properly.
  • Assess the broader landscape (internally and externally) for opportunities to scale, adapt and / or replicate CARE’s GBV work for wider impact (identifying initiatives/big wins).
  • Lead the framing of new opportunities to scale CARE’s GBV work.
  • Provide clarity and guidance to direct reports, GJ team members and wider CARE teams on what is product/value addition to sector work, including the adaptation or refinement of existing tools and approaches (inclusive of learning from external actors).
  • Lead the identification and selection of CARE priority countries to scale GBV work and engage in the development of multi-country programming.
  • Explore opportunities to refine and scale GBV work with the innovation team based on existing external realities, and current trends and thinking.
  • Support ongoing development of a conceptual framework for the interplay between GBV change and other pathways to scale, including advocacy, digital, mass media, and social movements.
  • Develop external thought leadership pieces on GBV.
  • Oversee quality improvement and assurance provided by senior technical and technical advisors and ensure that standards promoted and utilized adhere to internal guidance and internationally agreed best practice

Strategic working relationships

  • Lead GJT’s coordination of global initiatives such as the GBV sub-impact area in development and nexus settings in collaboration with CARE USA or CI partners.
  • Co-lead the external Community of Practice (eg; Indashyikirwa) and organize related learning events.
  • Provide continual support to GBV related consortium on an as-needed basis, in discussion with the STA.
  • Participate actively in the internal GBV / GBViE Community of Practice, including encouraging the participation of CMPs and COs.
  • Contribute to improved collaboration and coordination of efforts with all impact areas, key teams and stakeholders across the organization (including CARE USA and CI) in efforts to influence amplify and scale CARE’s GBV programming.
  • Work collaboratively with teams and impact areas to identify priority technical areas and design action plans for implementation, integration and scale.
  • Participate in CARE-led sessions, platforms, technical working groups etc. focused on GBV prevention, risk mitigation and response programming.
  • Represent CARE in external fora to publicize CARE’s thought leadership, achievements and lessons learned in GBV programming.
  • Identify new relationships and partnerships to advance CARE’s position and thought leadership at an international, regional and national level in relation to GBV and gender transformative programming.
  • Lead efforts to diversify and expand current funding levels.
  • Ensure learning from efforts to amplify and scale CARE’s work are shared with the teams working across the deepen and anticipatory strategic pillars.

Representation, networking and marketing of CARE products

  • Represent CARE in external fora including conferences, events, panel discussions, sector specific platforms or technical groups, etc. to share evidence-based learning and contribute to thought leadership around GBV, including its importance to gender transformative programming.
  • Development of podcasts as part of wider media and digital technology agenda (eg; Failing Forward) and hosting internal and external webinars.
  • Represent CARE in its strategic engagement with existing and potential donors, with particular emphasis on learning, impact and innovation generated by the GJ team.
  • Maintain project webpages for specific priority projects GJ ensuring that content is regularly updated, new knowledge products are uploaded, existing products are revised, and news from projects are posted.
  • Lead the production and dissemination of quarterly newsletters for priority projects

Evidence based learning to inform strategic planning across 3 pillars (amplify, anticipate and deepen)

  • Co-lead CARE’s global GBV/ GBViE Community of Practice with CARE Egypt Foundation, and lead and other communities of practice focused on GBV programming for learning and sharing of good practice; incorporate this learning into the deepen model and learning and advocacy initiatives.
  • Input into the development of a learning agenda for the GJ team and wider CARE with specific learning questions related to GBV programming.
  • Engage in continuous learning through participation in and engaging with relevant internal and external communities of practice and events to identify GBV best practices, evidence, trends and innovations.
  • Support global GBV MEAL TA, particularly on GBV research and MEAL ethics training and the Do No Harm approach.
  • Support revision of global GBV indicators with CEF, co-design training materials, co-facilitate trainings globally.
  • Lead learning, documentation and evaluation of CARE’s GBV tools and approaches across sectors to identify critical gaps and opportunities. Ensure learning is shared across the wider
  • Federation and is integrated into all 3 strategic pillars of work.
  • Pending the availability of funds, design and implement research studies in support of expanding the evidence base on effective GBV interventions and approaches.
  • Develop and maintain learning partnerships within and outside CARE, including academic partnerships for research.
  • Ensure research and learning around GBV (internal and external to CARE) is documented, disseminated and fed back into new program design efforts.
  • Support the knowledge management and communication team in their efforts to capture learning outcomes and impact and produce marketing materials to amplify CARE’s GBV programming. This includes coordination with the wider PSI team and more specifically with the gender and MEAL leads.
  • Build on colleagues’ existing understanding and increase access and utilization of existing GBV program quality resources

Advocacy

  • Identify and lead the global advocacy agenda for CARE USA related to GBV programming and the GJ teams efforts to scale its GBV programming in coordination with the Director Women’s Rights Advocacy for roll out and implementation in targeted country offices.
  • Co-lead CARE’s global campaigns for the 16 Days of Activism Against Gender Violence with CEF.
  • Provide input into Global Advocacy agendas on behalf of the GJ team.
  • Identify opportunities for joint advocacy planning with the wider CARE team.

Resource mobilization

  • Provide technical input and guidance in the design of new programs (directly or through delegation of technical advisory support) and ensure appropriate levels of effort are budgeted for technical support by the GJ team during implementation.
  • Work with the Program Design and Resource Mobilization Director to identify new opportunities and support the packaging of products to attract funding with a specific focus on GBV programming.
  • Engage directly with designated donors to raise additional resources for CARE’s gender transformative work, especially as relate to GBV programming.
  • More specifically, contribute to ROI analysis through regular analysis of pipeline of possibilities and options for GJ team pursuit of funding.
  • Develop multi-country initiatives/programs for RM to formulate into funding proposals.
  • Support proposal development of women’s empowerment and leadership proposals that the GJ team is leading on as agreed by the AVP.
  • Develop funding pitches for individual, institutional, and corporate donors on behavior and social change solutions, working closely with the Director Program Design and Resource Mobilization.

QUALIFICATIONS:

  • Bachelor’s degree in related field or equivalent combination of gender related development work.
  • Minimum of seven to ten years of related experience (combination of global experience with extensive regional experience).
  • Team management/ leadership experience and knowledge of good practice of designing and running teams with a complex multi country, multi -disciplinary agenda.
  • Experience and knowledge of designing and running gender related programs.
  • Expert in GBV programming, with significant experience in prevention, risk mitigation and response; social and gender norms transformation; engaging men and boys; and working with marginalized populations.
  • Highly skilled in program design; implementation; monitoring, evaluation and learning; fundraising, budget design and management, and grant reporting.
  • Experience in addressing GBV across development sectors such as health, food security, nutrition, WASH, economic empowerment, and climate.
  • Extensive experience in directly implementing GBV technical support and capacity building in the Global South, with a range of audiences and participants.
  • Well-versed in implementing a survivor-centered approach and applying do-no-harm principles across development sectors and throughout the program cycle.
  • Demonstrated commitment to feminist principles and diversity, equity and inclusion.
  • Experience with— and commitment to— localization, de-colonization, partnerships with local organizations and institutions, and strengthening women and girls’ leadership in the Global South.
  • Ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment.
  • Excellent verbal and written English language skills and ability to write in a collaborative process.
  • Strong qualitative and quantitative research experience, including a track record of peer-reviewed and/or grey literature publications.
  • Strong work ethic, cross-cultural competencies, and the ability to work well independently and as part of a diverse, global team across time zones.
  • Outstanding interpersonal skills and ability to interact and work in a dynamic team environment with a diverse set of partners and stakeholders including CARE staff in other countries, donors, local governments, and other partners.
  • Demonstrated competence in HR processes and practice.
  • Experience of driving culture and behavior change.
  • Model strong stakeholder management and relationship management skills.
  • Exceptional written, verbal, presentation and communication skills.
  • Clear communicator, fair, consistent approach.
  • High integrity and strong modelling of team values.
