Organization Background

Hand in Hand Eastern Africa (HiH EA) is a registered Non-Governmental Organization (NGO) in Kenya with a mandate to operate within the Eastern Africa region. It is a member of the Hand in Hand Global Network that comprises affiliated organizations that mutually pursue the shared goal of poverty alleviation by supporting poorer communities to create sustainable jobs and enterprises.

Assignment Background

Digital literacy has been generally defined as growing skills that relate to using ICT effectively, efficiently and responsibly, combining basic ICT skills, computational thinking, media literacy and information literacy. With an ever-increasing digitalised life, it becomes more important for Micro , Small and Medium enterprises to increase their general digital competence and specifically develop a vibrant digital presence , and to learn how to cope with digital challenges in a good and safe way. Hand in Hand EA thereby seeks to engage a consultant to develop a curriculum that will help our enterprises to take advantage of the possibilities within digitalisation, safely.

Overall Objective of the Consultancy

The overall objective of the assignment is to develop innovative and practical enterprise training manual that will help digital competence training of SMEs by HIHEA business development officers. The assignment will also include a TOT of the curriculum to select HIHEA team and review of MEL framework to capture necessary key performance indicators. The manual must incorporate adult learning tools and approaches with simplicity and practical as main goal. The content must include raising awareness of and how to mitigate online harms (grooming, gambling, fraud etc.)

Scope of work

The consultant is expected to complete the following task

  1. Review of current HIHEA digital literacy initiatives and approaches
  2. Needs assessment of sample digital literacy SMEs
  3. Review of existing MSME digital literacy manuals
  4. Development of HIHEA practical digital competence manual
  5. Host validation session with HIHEA and other stakeholders
  6. Develop final manual incorporating stakeholder feedback
  7. Conduct a TOT to select HIHea staff
  8. Provide an inventory of possible partners in deployment including contact persons

Tasks and Deliverables

  1. Inception report
  2. Needs assessment report, including an inventory and assessment of existing curricula and approaches
  3. Draft adequately illustrated manuals with delivery guidelines
  4. Final approved soft copy manuals in editable format with HIHEA comments incorporated after validation presentation and discussion.
  5. Conduct a TOT to selected HIHEA team members who will deliver the curriculum

Key qualification experience of the Firm/ lead individual:

  1. 10 year experience in Kenya’s entrepreneurial ecosystem
  2. Masters Degree in entrepreneurship, business and related disciplines
  3. Proven ability to demonstrate innovative thinking and previous experience working in digital literacy curriculum design for MSMEs
  4. Ability to work independently to strict timelines
  5. Strong interpersonal skills, good communication and excellent planning and facilitation skills.
  6. Excellent written and spoken English skills and
  7. Sound reporting skills.

The consultant firm is asked to submit the below

a) A statement on consultant’s or firm’s capabilities including:

  • Consultant(s) or agency profile outlining areas of expertise.
  • Evidence of undertaking similar assignments in the recent past.
  • Any direct or relevant past experience of undertaking similar initiatives.
  • 3 referees aligned to these tasks and deliverables

b) A brief 3 pages proposal of the understanding and interpretation of the TOR and the scope of work, outlining the approach and plan to accomplish the assignment.

c) Names and CVs of the professionals who will be involved in the assignment.

d) A proposed timeline indicating activities/sub-activities to be undertaken and the corresponding outputs.

e) Financial proposal

f) Tax compliance certificate
