Description du poste
The DevOps Manager contributes to the evolution of the IS in support of the Organization’s strategic objectives. He/she contributes to the design and implementation of the entire IS, in a context of IS redesign focused on the collection, management and presentation of OIE data, and their security.
He/she is the contact point of IT projects managers for DevOps and infrastructure set up topics; and manages the coordination of OIE IS infrastructure provider activities for new projects. He/she works in close collaboration the IS portfolio manager.

Job purpose

Contribute to IT projects
– Collaborate with all projects managers within the organization to determine appropriate technical solutions required to meet organization objectives.
– Act as first point of contact for all internal engineering platform, infrastructure, and security requests from DTIS team
– Work directly with members of the DTIS team to execute all tasks necessary for providing a highly-available and secure engineering platform, including:
-> Management of the infrastructure platform and associated tooling
-> Management of multiple datastore backends
-> Automation of infrastructure tooling

Manage the infrastructure :
– Configure, support and maintain all engineering infrastructure, while also providing technical leadership and recommendations for existing and future development requirements.
– Describe the IS in a cartography tool
– Manage the application monitoring and security-related toolsets:
– Manage the access and security permissions across the entire platform
– Assist the troubleshooting efforts across infrastructure and applications

Manage the infrastructure IT providers :
– Manage IT projects related tasks and activities of OIE IS infrastructure provider
– Provide vendor management related to infrastructure, including:
-> Develop and manage relationships and services contracts with software vendors
-> Perform due diligence related to new vendors and tools used by the organization
-> Develop, implement, and manage appropriate access levels for accounts associated with infrastructure tools
– Manage and provide mentorship to various sections within the DTIS department :
-> Dev OpsOperations
-> Data Administration and Engineering
-> Security

Qualifications and Experience

Qualifications
A graduate degree in a related IT field (Computer Science, Information Systems and engineering, etc.)
3 years’ experience minimum in DevOps management
Experience in a multicultural and international environment is desired
Experience in an international organization is a plus

Requirements
Technical skills
– Mastery of DevOps continuous integration tools (Kubernetes, GitHub, Docker…)
– Mastery of AWS and Microsoft Azure cloud environments
– Knowledge of REST API architecturesKnowledge of modeling tools (e.g. UML, BPMN, …) and IT mapping methodologies and SPARX would be a plus
– Knowledge of BI and data visualization tools (POWER BI)
– Good knowledge of IT security
– Practice in the implementation of methodological guidelines (ITIL, CobiT, CMMI, ISO 27001)
– Professional practice of English and French, written and spoken
Interpersonal skills
– Excellent interpersonal and communication skills to ensure effective collaboration with technical teams and service providers in a multinational and multicultural environment
– Interest for new technologies in the Digital field
– Excellent organisation skills and ability to meet specific deadlinesHigh rigour, precision and analytical skills
– Curiosity, initiative, autonomy, and self-motivation
– Capacity to work according to Agile, Lean, and Continuous Development best practices
– Ability to take high-level requirements and compile them into development tasks

Working conditions
Monthly base salary starting from 2500€ to 2800€ net per month (depending on the profile) plus benefits, exempt of French income tax.
Duration: 12 months This is a sedentary post requiring long hours in a seated position.
The OIE has a teleworking policy for its staff members including a minimum of 2 days of face-to-face work, adaptable according to the pandemic context and the organization within the teams.
The post is a full-time position as an international civil servant based at the OIE Headquarters in Paris.
