Plan International

The Regional Animation Series (RAS) will be an animation series for girls and young women activists and advocacy across Asia-Pacific, where girls and young women can explore the projects/movements happening around them and easily engage, participate and “take-action”.

The RAS will support Plan International’s communication portfolio on a regional level, in addition to generating interest and recruiting new activists by having a girl and young woman focused communication tool which can be used for info-sharing and advocacy.

This TOR proposes the establishment and commissioning of an international consultancy to create the the 3rd episode for the APAC Regional Animation Series (RAS)

I. BACKGROUND

The Asia-Pacific (APAC) Regional Office seeks to ensure that girls and young women experience significant improvement in their ability to make decisions that concern their lives and engage in collective action to shape the world around them by 2025.

Plan International has a great track record of engagement, consultation and decision making in its programs through participation of girls and young women among other stakeholders in an environment of mutual respect and learning. Plan now intends to amplify the influencing and advocacy of youth in its programming and its wider communications tools via a regional animation series.

In this regard, the APAC Regional Animation Series is a vehicle/medium to enable Plan to fulfil its rights-based commitments through engaging girls and young women in decision-making processes that ultimately affect them.

The first two episodes of APAC Regional Animation Series have been produced under the theme of Regional Youth Advocacy Committee and Child Early Child Force Marriage (CEFM) respectively. This consultancy will be the third production where it will highlight the Girls and Young Women activism and Political Engagement for climate Justice.

Climate change poses disproportionate risks to different groups of people due to vulnerability and exposure. This magnifies the existing inequalities girls and young women face including their unequal access to health, sexual reproductive health and rights, education, participation, and protection. Although international laws and frameworks are increasingly acknowledging the interlinkages between climate change and gender equality, leaving behind girls and young women will limit the resilience and adaptive capacity of communities and countries to climate change. At the same time, girls and young women are not waiting to voice their concerns and demand climate justice. Across the region, young advocates are building and leading movements demanding action from their governments. In 2021, this youth-led organisation mobilized hundreds of activists during climate strikes, facilitated community education sessions and reached millions online through various campaign initiatives.
