About the organization

The Armed Conflict Location & Event Data Project (ACLED) is a disaggregated data collection, analysis, and crisis mapping project. The ACLED team conducts analysis to describe, explore, and test conflict scenarios, and makes both data and analysis open for free use by the public. ACLED material is regularly used to inform journalism, academic research, and public discourse on conflict, and to support the work of practitioners and policymakers. ACLED is the highest quality and most widely used real-time data and analysis source on political violence and protests around the world.

The role

ACLED is recruiting a full-time Design, Monitoring, Evaluation, and Learning (DMEL) Officer to support various projects and initiatives. This position is fully remote and can be done from any location with reliable internet service. It is open to nationals of any country, excluding those explicitly listed on the Applicants FAQ. The Design, Monitoring, Evaluation, and Learning Officer will be supervised by the Associate Design, Monitoring, Evaluation, and Learning Coordinator, and has no direct reports.

Specific roles and responsibilities:

The Design, Monitoring, Evaluation, and Learning Officer will be responsible for the following tasks:

Manage and Improve Design, Monitoring, Evaluation, and Learning (DMEL) Systems

  • Support the development and update of comprehensive proposals and DMEL plans, identifying appropriate indicators and adapting data collection and reporting systems to measure project objectives effectively
  • Implement & maintain project-specific DMEL tools to ensure efficient data collection and analysis
  • Systematically track and update donor reporting requirements and deadlines, ensuring timely submission of accurate and high-quality reports
  • Maintain file management systems to keep all the tools and other DMEL materials updated and organized
  • Ensure that all DMEL activities are aligned with ACLED’s and donors’ safety and security procedures and standard operating procedures (SOPs)
  • Identify challenges and bottlenecks in the program DMEL systems, recommend appropriate solutions, and ensure follow-up

Coordination and Representation

  • Support the implementation of tools and methods for internal capacity-building and external reports of impact and storytelling, including surveys, focus group discussions, questionnaires, and interviews
  • Support the development and implementation of systems for collecting and analyzing program performance data, contributing to evidence-based programming decisions
  • Support the process of developing lessons learned through baseline, midterm, and final project evaluations and their appropriate dissemination
  • Support the drafting and dissemination of the organization’s user surveys for the development of impact reports, in collaboration with the External Affairs team
  • Monitor progress around the implementation of DMEL activities and procedures at the project level, in collaboration with the Global Programs and External Affairs teams
  • Support the Program Manager and Grants and Development team in the drafting and dissemination of periodical and final donor reports using DMEL plan information

Technical Functions (if any)

  • Orient and provide technical assistance to ACLED project staff and collaborating partners on tools, roles, and responsibilities related to DMEL plans;
  • Conduct internal capacity-building sessions for other ACLED teams and departments to enhance internal capacity for engaging in and supporting DMEL activities;
  • Disseminate DMEL reports on a shared internal platform for maximum use by the team and to inform future programming.

Administration and Management

Support Proposal Design

  • Use insights gathered from monitoring and evaluations of past projects to support the proposal design process for new initiatives

Other

  • Any other relevant tasks as required by the Program Manager and Head of Grants and Development. The duties and responsibilities listed in this document are representative of the nature and level of work assigned and not necessarily all-inclusive.

Skills and competencies

ACLED is seeking applicants who have the following skills and experience:

  • 2-3 years of experience supporting complex projects with tight timelines
  • Excellent interpersonal skills, both written and verbal
  • Ability to manage multiple priorities under pressure, troubleshoot challenges, and meet short- and long-term deadlines
  • Experience in program administration and operations
  • Experience with drafting project budgets, donor reporting, financial reporting, and M&E
  • Good judgment and extremely high attention to detail
  • Fluency in English (essential)
  • Proficiency with Microsoft Office and Google Workspace suites

Candidates that can additionally demonstrate the skills below will be favored:

  • Proficiency in intercultural communication
  • Academic experience related to international relations, journalism, law, conflict studies, or peacebuilding
  • Familiarity with leading team communication platforms (Slack, Asana) preferred
  • Knowledge of project funding procedures, guidelines, and tools
