Terms of Reference for

A consultant to design and deliver a Training on Strengthening Fundraising Capacity of CSOs for Sustainable Impact

I. Introduction

II. Background

Plan International envisages clear links between fulfilling children’s rights, achieving gender equality and ending child poverty. To fulfil the promise of the 2030 Global Goals, the 5- year Global Strategy is designed to deliver significant change for girls and boys, putting a special emphasis on gender equality. With a belief that girls have the power to change the world; Plan International’s current ambition is to work beside them and to take action together so 100 million girls will learn, lead, decide and thrive.

Plan International Asia and Pacific hub by Civil Society Strengthening (CSS) programme funded by Swedish International Development Cooperation Agency (Sida) aims to build the capacity of Civil Society organisations (CSOs) within the Programme particularly for sustainability. One of the identified strategies is equipping CSOs with strategic fundraising skills and techniques, resource mobilisation strategy development, efficient proposal writing, maintaining and building good relations with potential, current and former donors, conducting donor mapping, efficiently managing findings

III. Objective of the TOR

Overall, the proposed training aims to increase conceptual learning and practical skills of CSO partners to strengthen their capacity to develop and implement fundraising strategies for their organisation and coalition. The two batches of training will be designed (1) specifically for seven Cambodian CSO partners and by face to face and (2) generally for 37 CSO partners in Bangladesh, Myanmar, Thailand, and Timor- Leste and through a virtual platform. The training will build on existing knowledge and experiences of the CSO partners.

Overarching objectives of the training include:

· To increase understanding and knowledge of various fundraising methods;

· To strengthen practical skills required for fundraising to sustain the ongoing work of the organisational strategies, programme, and projects;

· To take stock on the current good practices in raising funds for organisations and coalitions particularly for civic space engagement, youth activism, human rights, and influencing related activities through sharing experiences;

Suggested topics for the training agenda:

· Understanding the concept and terminology of fundraising in relation to child right, particularly girls, adolescent girls, and young women within the rights based framework;

· Identifying appropriate fundraising strategies, methods and techniques for various types of donors and different funding sources, based on the CSO partners’ mandates and strengths;

· Providing guidance on maintaining effective communications, developing good relationships and creating successful fundraising campaigns targeting both existing and potential donors;

· Analysing key opportunities, strategies and action points to develop fundraising plan for organisation and/or coalition in order to continue organisational strategies, programme, and projects.

· Sharing some examples of successful tools, materials, and strategies to develop an effective funding raising.

IV. Tasks/Methodology

The consultant/trainer is expected to:

· In consultation with Plan Asia and Pacific Hub and relevant country offices, design the training based on the outcomes of the learning needs assessments shared by participants who sign-up for the training;

· Develop required training materials, tools and methodologies;

· Deliver two training batches;

o one face to face in Phnom Penh, Cambodia for 5 days maximum (30 hours)

o online for 18 hours maximum

· Share relevant technical details, presentations and training materials

· Support CSO partners to develop/revise their fundraising strategies in a more inclusive, democratic, and legitimate way with their constituency.

V. Deliverables/output

· Submitting a training design / plan based on the consultation with Plan Asia and Pacific Hub and on the outcomes of the learning needs assessments shared by participants who sign-up for the training;

· Sharing training materials, tools and methodologies;

· Conducting two batches training one face to face and one online;

· Submission relevant technical details, presentations and training materials.

VI. Schedule

The trainings will take place in late April – end of May. Additional time required for preparatory work and justification shall be specified in the proposal by the candidates.

VII. Qualifications

The consultant/trainer should demonstrate the following expertise and skills:

· Experience in designing and delivering tailor made training courses on fundraising particular to child right/child protection related advocacy and policy influencing to civil society members, NGOs, UN and INGOs;

· Acquired adequate knowledge and skills to take appropriate approaches for different types of donor and funding opportunities;

· Demonstrated technical expertise on child rights and gender equality and inclusion as well as gender transformative programing, sexual Gender Based Violence (SGBV); Sexual Reproductive and Health and Rights (SRHR), Human Rights; Organizational Development, Civil Society Strengthening, and influencing;

· Good communications, analytical skills and high proficiency in English (for online course) and in Khmer (for a face to face course);

It is an advantage if the consultant is familiar with Cambodia context and general context in South Asia and Southeast Asia where the CSO partners are located
