HEKS/EPER

HEKS/EPER, Swiss Church Aid, supports projects designed to combat hunger, poverty and injustice in over 30 countries on four continents. HEKS/EPER also provides worldwide humanitarian assistance for victims of natural disasters and armed conflicts and supports the Church’s diaconal work in Eastern Europe and the Middle East. In Switzerland, HEKS/EPER champions the rights and causes of refugees and socially disadvantaged people. Through its development and social policy work in the fields of climate justice, access to land and food, migration, and integration, HEKS/EPER strives for systemic change – globally and in Switzerland.

Since the onset of conflict in Ukraine following the Russian military offensive on the 24th February 2022, the humanitarian situation in the country deteriorated rapidly and over 3.5 million civilians have been displaced to neighboring countries. According to the World Food Programme (WFP) Situation Report #7, over 12 million of civilians (30% of the Ukraine’s population) are already in dire need of immediate assistance with at least 6.4 million being internally displaced[1], many of whom were already displaced multiple times during previous fighting.

To support our Roving Field Coordinator in Odessa, we are looking for a

Deputy Roving Field Coordinator, Odessa, 100%

Your main responsibilities:

  • You assist the Roving Field Coordinator in his/her main tasks as mentioned above, in all the areas of implementation of HEKS/EPER Ukraine. You insure team and beneficiaries safety and security, good implementation and evaluation of programms.

Programme Strategy and Activities planning/Follow Up

  • You support management of programming aspects of the emergency operations in line with HEKS and donors’ standards
  • You participate in strategy and objectives improvement, design and implementation
  • you ensure respect of programme action plans

Internal Communication / Policies / Compliance

  • You ensure good internal communication between departments, and supports FC in implementing any new tools
  • You ensures good understanding and compliance to HEKS‘Charter, Guidance and Code of Conduct

Reporting, Monitoring and Evaluation

  • You contribute to reporting demands
  • You supports programme managers and MEAL team in designing and implementing M&E activities
  • You supports daily monitoring of activities with relevant team

General Administration, Logistics and Human Ressources

  • You ensure the following of signatory schedule for purchase and payment authorisations
  • You follow the monthly budget vs. actual reports together with the Field Coordinator and the Finance Coordinator
  • You assists the Field Coordinator in staff resource planning and you ensures local staff training

Security

  • Your ensures respects of HEKS security procedures in Ukraine by all field team

To be successful you bring:

  • University Degree or similar
  • Minimum 1 year experience at similar experience in an NGO on the field.
  • Emergency settings and difficult context experience

Other competences:

  • Excellent command of Microsoft Pack Office (Word et Excel en particulier)
  • Excellent knowledge of the main donors mechanisms (USAID-BHA, ECHOetc.)

Compétences personnelles / exigences psycho-sociales:

  • Excellent writing and verbal communication skills in English
  • Knowledge of Russian or Ukrainien language are an asset
  • Excellent management skills
  • Excellente organizational skills
