Deputy Programme Director, Disrupting Surveillance Team

JOB PURPOSE

In coordination with Amnesty Tech’s programme director, this position leads and ensures the effective implementation of Amnesty International’s projects, research, and strategy on technology and human rights issues, focusing on spyware and other surveillance technologies. In particular, the Deputy Programme Director will manage the Disrupting Surveillance Team (DST), whose mission is to ensure that the cyber surveillance industry and governments respect human rights throughout the development and use of spyware, from conception to its application.

ABOUT YOU

You will be passionate about human rights, and have proven experience managing within a Tech team, further to leading investigations and projects across multiple disciplines. You will also have relevant experience and knowledge of surveillance and spyware, with the ability to use this knowledge to conduct and publish research.

SKILLS AND EXPERIENCE

  • Strong experience of managing staff and resources who work across multiple disciplines including computer science and open-source investigations, as well as traditional human rights investigations.
  • Strong credibility and relationship building skills, including experience of influencing and negotiating at a senior level with governments, corporations, and intergovernmental bodies.
  • Expert knowledge, demonstrated through academic qualifications and substantial professional experience of technology and human rights, in particular surveillance.
  • Demonstrated experience of managing research, including field research, for advocacy purposes.
  • Excellent research, analytical and writing skills, demonstrated in a range of publications.
  • Excellent public speaking, writing, and editing skills in English, fluency in other languages highly desired.

MAIN RESPONSIBILITIES

  • Develop and manage a programme of high-quality research, advocacy, and campaigning in relation to the human rights impacts.
  • Work with the Head of the Security Lab to ensure the DST is a cohesive unit in which all team members are aware of their roles and responsibilities, accountable for their work, and are functioning in an environment in which well-being is paramount.
  • Manage researchers, advisors, campaigners, lobbyists and other staff in the programme, ensuring planning, coordination and distribution of work within the team, setting priorities, agreeing detailed work plans, budgets and schedules; supporting staff and approving final outputs; monitoring adherence to operating standards.
  • Write and/or oversee the writing of timely and effective analyses, reports, briefings, media materials, and other internal and external materials aimed at promoting Amnesty policy positions and contributing to external debate in the area of technology and human rights.
  • Represent Amnesty externally and in the media, and otherwise act as an expert spokesperson on technology and human rights, particular surveillance, issues, in order to raise public awareness of Amnesty and its calls for action, build support for concrete recommendations for change, and position Amnesty as a global leader on this issue.
  • Contribute to the management of the programme within agreed areas of responsibility; manage cross-programme or intra-programme project teams and participate in crisis response and other project teams as appropriate in order to contribute to the overall smooth running of the programme.
