Positioning and reporting
Under the authority of the Deputy Director General (International Standards and Science) and the supervision of the Head of Status Department (HoSD).

Job purpose
The Deputy Head of the Status Department participates in increased transparency and standardisation of the animal health situation of Member Countries. He/she supports the HoSD in ensuring the performance of the activities of the Status team related to official status recognition, global strategies, international standards, especially through effective support to the Scientific Commission for Animal Diseases (SCAD) in its mission to deliver high-quality, scientifically-based and in-depth assessments of applications for (and maintenance of) official disease status recognition and official control programmes endorsement, based on compliance with OIE standards. He/she also contributes to providing strategic guidance and support to the development of activities surrounding official diseases recognition and the implementation of Global Strategies for FMD and PPR.

Missions and activities
Contribute to providing strategic guidance regarding the OIE activities related to the work of the Department
Replace the HoSD in his/her absenceRepresent the OIE at relevant international conferences, missions, meetings, workshops etc.;
Coordinate responses to enquiries from diverse sources, including colleagues, Member Countries, other organisations and external parties.
Provide support to the HoSD in the leadership and management of the Status Department team on activities linked to official status recognition, global strategies, international standards
Support the HoSD in translating strategic goals into team objectives and monitor collective performance;
Foster a positive and productive work environment through the provision of constructive feedback;
Organise and oversee tasks to ensure delivery of the team’s missions;
Participate in the recruitment process of staff members as well as staff competency development and annual performance appraisal;
Manage, improve and, where necessary, identify and formalise the different procedures of the Department.
Participate in and support the HoSD in ensuring the management and delivery of the team’s missions
Official status recognition:
Plan and manage the activities of the ad hoc Groups for the evaluation of country status and the endorsement of official control programmes and contribute to the Secretariat of the SCAD;
Assist Member Countries in the correct procedures for the submission of dossiers;
Organise and participate in the design and delivery of training to Member Countries aimed at improving the quality of submitted dossiers;
Monitor the compliance of Member Countries having obtained official disease status or endorsed control programme recognition;
Design, participate and provide support to in-country assessment missions.
Global Strategies:
Ensure coordination with partner organisations on the implementation of Global Strategies;
Support the Global Framework for the progressive control of Transboundary Animal Diseases (GF-TADs) Working Group on FMD and contribute to the implementation of the FAO/OIE Global Strategy for FMD control, including through the organisation of GF-TADs Regional Roadmap meetings in collaboration with the European Commission for the control of Foot-and-Mouth disease (EuFMD);
Provide support to the implementation of the FAO/OIE Global Strategy for PPR control and eradication;
International Standards
Lead the work programme for development and maintenance of the OIE’s international standards relevant to the above.
Additionally, as requested by the HoSD, carry out any other duties within his/her area of competence.

Qualifications and Experience
Qualifications
Doctor of Veterinary Medicine (or equivalent);
PhD or master’s post-graduate studies in veterinary sciences, epidemiology, public health or risk assessment would be an asset;
At least 5 years of experience working with the Veterinary Services on the regulatory development and operational implementation of disease control programmes.
Experience in disease control programme for FMD, PPR and/ or BSE would be an asset;
At least 5 years of experience in an international environment.

Technical skills
Regulatory specification of animal disease programmes;
Epidemiology;
Risk assessment;
Disease surveillance, prevention and control;
Excellent command of English (oral and written);
Good computer skills in a Microsoft environment.
Additional skills
Good working knowledge of Spanish and/or French is an asset.
Interpersonal skills
Excellent leadership skills and the capacity to motivate and develop team members;
Excellent communication skills (verbal, written, interpersonal, presentations);
Organisational awareness: strong ability to establish priorities and work within tight timelines;
Attention to detail and capacity for global overview;
Courtesy, tact and ability to establish and maintain good working relations in a multinational and multicultural environment;
Strong confidentiality awareness.

Working conditions
Salary = Monthly base salary starting from 3500€ to 4000€ net per month (depending on the profile) plus benefits, exempt of French income tax.
Duration: 2 years (renewable)
This is a sedentary post requiring long hours in a seated position.
The OIE has a teleworking policy for its staff members including a minimum of 2 days of face-to-face work, adaptable according to the pandemic context and the organization within the teams.
The post is a full-time position as an international civil servant based at the OIE Headquarters in Paris.
The post is a full-time position at the OIE Headquarters in Paris and entails regular missions abroad.
