General context of the project

From February 24 till April 25, a total of 433,214 Refugee Arrivals have been registered in Moldova, of which 101,331 are staying in Moldova.

Between March 3 and 4, INTERSOS started the first activities in support of the population in transit in Moldova at the borders, in the South East of the country, with operational headquarters in the capital Chisinau. A mobile clinic is activated to offer primary health assistance to refugees in transit in the border point of Palanca. Here, as in the nearby border point of Tudora, INTERSOS ensure, in cooperation with UNHCR, protection activities as well: identification of vulnerable people, referral, direct psychosocial support and information. In the cities of Ștefan Vodă and Căplani, in collaboration with the Ministry of Health, INTERSOS has launched an intervention in support of local health centers and general practitioners through the deployment of mobile medical teams in five areas of Ștefan Vodă district.

General purpose of the position

Support the Head of Mission in managing the overall mission activities​

Main responsibilities and tasks

Upon request of the HoM, represent INTERSOS at all levels (local government authorities, media and other institutions in the country, etc) to negotiate terms of collaboration, and defend Intersos positioning, principles and values.

Participate in the definition, monitoring, and analysis of all aspects of Intersos projects in the country/mission in accordance with operational strategies, namely:

• Participate in the analysis of the social, political and humanitarian situation of the country, the consequences of a potential intervention, evaluating the risks undertaken by Intersos in the field

• Participate in the definition of the programs in terms of objectives, activities, indicators, financial, material and human resources needed

• Support the Head of Mission in the preparation of project proposals and project reports for donors

• Provide support to all project managers in project management, preparation of project reports

• Coordinate and activate the emergency response procedure when necessary, participate in exploratory missions

• Supervise the organization and planning of the Capital team and Project Coordinators’ work, defining the mission’s decisional procedures and establishing information flows between the capital and the field. – Provide support to the HoM in HR management, namely:

• Participate in the induction of the new staff, ensuring they are properly briefed on the context

• Check the well being of INTERSO team particularly their stress levels, as well as adequate living conditions

• Provide individual follow up to the Management Coordination team (guidance, support, advice and appraisals, identification of training needs, debriefings, etc. )

• Participate in the definition of the mission’s security policy and check compliance of security rules, maintaining a network of information allowing the monitoring of developments in risks and threats

Required profile and experience

Education

  • University degree in project management or relevant
  • Excellent leadership skills with the ability to achieve results through others

Professional Experience

  • Minimum 3 years experience as a Coordinator in a humanitarian organization
  • Previous experience in emergency response

Professional Requirements

  • Strong coordination skills
  • Demonstrated representation and negotiation experience with external stakeholders (Government, local authorities, other ngos…)
  • Team management experience
  • Security management experience

Languages

  • English fluent
  • Russian, Romanian or Ukrainian desirable
