Overview & Responsibilities

The Programmes Department is the central management and coordination function for programme development, programme delivery, programme monitoring, reporting, quality assurance, and capacity development at IDLO.

Reporting to the Director of Programmes, the Deputy Director of Programmes is responsible for supporting the Director in the overall management of the Department and supervising programme development, monitoring and reporting to ensure quality, integration, and results. She/he also oversees the operational support within the Department of Programmes to facilitate the timely implementation of programmes.

The Deputy Director coordinates the development of Regional Country and/or Thematic Strategies in alignment with the Organizational Strategic Plan and oversees a portfolio of programmatic work. The incumbent will be responsible for the following activities.

Primary Functions:

  1. Supports the Director in the overall management of the Department.
  2. Ensure the alignment of the programme portfolio with IDLO’s global priorities.
  3. Oversee programme development, monitoring, and reporting, and help ensure a regionally diverse and thematically balanced programme portfolio.
  4. Provide Programme support oversight and supervision of operations.
  5. Represent IDLO with external stakeholders.
  6. Lead programme support teams, processes, ensuring effective, efficient, results-based, and timely delivery of activities and results.
  7. Contribute to institutional reforms to strengthen the effectiveness and efficiency of the department.
  8. Deputize for the Director of Programmes.
  9. Supports the Director in the overall management of the Department.
  10. Ensure programmes are aligned with IDLO’s global priorities.
    • Oversee and/or support the development of regional, country and thematic strategies, ensuring that these are aligned with the strategic priorities of IDLO. – Ensure that programmatic activities are in line with the strategic objectives of IDLO.
  1. Oversee Programme Development, Monitoring and Reporting
    • Oversee the design of new projects and programmes, to ensure a regionally diverse and thematically balanced programme portfolio in line with IDLO priorities. – Supervise the design and implementation of standardized programme cycle management tools, including logic models and frameworks, work plans, monitoring reports. – Coordinate data collection and analysis for programme specific and institutional monitoring, including IDLO’s Strategic Results and Reporting Framework. – Ensure timely and high-quality reporting on project and programmes related issues to internal and external stakeholders. – Actively participate in advancing existing and new donorand stakeholder partnerships in line with institutional strategies and priorities.
  1. Provide oversight and support for programme operations
    • Expedite programme support through the support units’ teams of the department to ensure internal oversight of the implementation. – Ensure and oversee the HQ support to country offices to reporting, M&E plans and forecast of budget and activities, including undertaking field visits and analysis of periodic programme progress reports. – Oversee the research, design, and drafting of programme strategies, proposals, working papers, MOUs, briefs, and other original materials for IDLO programmes in the assigned region and/or thematic area. – Liaise with regional, thematic, and country teams to ensure compliance with IDLO’s policies, business processes, procedures, and contractual obligations in relation to programme management and implementation.
  1. External Representation
    • Represent IDLO with Partners, Government officials, technical advisors and experts, donors, and civil society.
  1. Lead the programme support teams, and processes ensuring effective, efficient, results-based and timely delivery of activities and results by
    • Providing clear direction, addressing development and performance management through ongoing dialogue, and mentoring; fostering a teamwork approach in meeting objectives and goals; addressing possible conflicts in a positive and constructive manner; encouraging initiative and maintaining effective working relationships within a multi-cultural setting. – Responsible for developing staffing plans, coordinating with Human Resources in the recruitment and selection of employees. – Oversee the monitoring of contracts, providing recommendations on contracts, amendments, and changes to staffing plans.
  1. Contribute to institutional reforms to strengthen the programmatic work of the organization
    • Represent the Programmes Department in various reform initiatives to improve and update IDLO’s business processes, policies, and systems.
  1. Deputize for the Director of Programmes, as needed.
    • Perform any other similar duties that the supervisor may request.

Job Requirements

Education and Professional Experience

  • An advanced university degree in International Relations, International Law, Political Science or related field is required.
  • A minimum of 12 years of experience in progressively responsible leadership roles in Programme Development and Implementation and/or Capacity Building in the Rule of Law sector, along with proven Project Lead experience at field level.
  • Solid credentials in international development and the rule of law and demonstrated commitment to the values of IDLO.
  • Proven experience within the context of an international or non-governmental organization is an advantage.
  • Substantial experience of leading teams, managing and developing staff and holding budgetary authority.

Languages

  • Outstanding written and verbal skills in English. Fluency in French and/or Arabic would be highly desirable.

  • Familiarity with standard programme and data management tools, as well as results-based management and monitoring and evaluation principles;
  • Excellent written and verbal communication skills.
  • Is accessible, acts as a role model and offers guidance to colleagues. Takes initiative to share knowledge, experiences and information with others. Accepts and gives constructive feedback (up, down and across) to develop and motivate others.
  • Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT and internet software.

Provides constructive feedback and willingly helps others. Contributes to a positive, enabling environment that fosters collaboration and cooperation. Works effectively across and within IDLO organizational boundaries.
  • Proven ability to see through tasks set and deliver results.
  • Demonstrated ability to work under pressure of tight deadlines. Displays flexibility and an entrepreneurial spirit.
  • Ability and willingness to travel including to hostile environments, if necessary.
  • Demonstrated keen sense of ethics, integrity, and commitment to IDLO’s mandate.

Terms & Conditions

For this internationally recruited position, IDLO will offer the selected candidate a Fixed-Term, International Professional Contract of 24 months, with the possibility of extension, subject to performance and availability of funding, at an annual basic salary of EUR 93,300, and a leave and benefits package including home leave, Provident Fund, and health insurance in accordance with IDLO Employee Regulations and Rules.

Relocation, installation, expatriate and educational allowances are also available for eligible internationally recruited employees in accordance with IDLO Employee Regulations and Rules.

Salaries paid by IDLO to employees are exempt from taxation in Italy. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or any other relevant fiscal jurisdiction.
