Since 2001, Population Services International South Africa Health Solutions (PSI SA HS), formerly Society for Family Health, has supported the Republic of South Africa in addressing the HIV epidemic, through voluntary medical male circumcision (VMMC), delivery of community-based HIV testing services, linkages to care and treatment, and condom promotion and provision. PSI SA HS generates market insights and leverages those to co-create solutions that respond to consumer and stakeholder needs and preferences, in areas including universal health coverage, health system strengthening, primary healthcare, e-health, and assisted self-care.

PSI SA HS, seeks a Deputy Country Representative and Senior Technical Director who will support the Country Representative to be responsible for the overall development, management (financial, administrative, and programmatic), and representation of PSI’s activities in South Africa. As the Senior Technical Director and Deputy CR, s/he will also lead all aspects of design, planning, implementation, QA, M&E, demand creation, and community mobilization of the current VMMC project, as well as future health programmatic areas the organisation will grow into.

Responsibilities

Your contributions

As Deputy Country Representative:

  • Provide programmatic leadership and planning, including ensuring strategic alignment of project activities to country priorities, ensure program achievements, and annual work planning.
  • Create and maintain a motivational climate within the programme team, which promotes valued and engaged employees and the development of constructive working relationships.
  • Lead and/or participate in strategic and operational project design and innovative programmatic efforts.
  • Lead and/or participate in the development of funding proposals to donors around the world.
  • Lead the development of annual programme goals, expected outcomes, outputs, targets and define the success of the current VMMC project portfolio as well as new ones as they get funding.
  • Support the Country Representative to lead organizational strategy and direction, including the development of strategic partnerships, develop and maintain relationships with SA Government leadership and external stakeholders.
  • Lead the management and coordination of local organisations and private sector partners.
  • Support the Country Representative in ensuring M&E and impact assessments, including donor reporting, effective use of donor funds, identifying opportunities to increase efficiencies and cost efficiencies, and coordinate and share best practices and lessons learned documentation.
  • Coach and motivate project managers and project teams to deliver project that meet client requirements and desires.
  • Recruit and orient programme staff.
  • Foster and maintain good relationships with key stakeholders
  • Line manages relevant team staff.

As Senior Technical Director:

  • Lead and represents PSI SA HS on all health programs in front of the Donor
  • Serve as technical lead in all aspects of design, planning, implementation, QA, M&E, demand creation, and community mobilization of all health programs , including its large country wide VMMC programme
  • Provide expert guidance on appropriate technical and programmatic approaches for scale up of safe VMMC services.
  • Work with marketing and communication team to generate demand of all health programmes, and the current VMMC service uptake.
  • Collaborate and partner with relevant government departments and implementing partners to transfer skills and build capacity to improve the policy environment, demand creation, VMMC outputs and performance, CQI, and monitoring of adverse effects (AE).
  • Lead VMMC-related AE and serious AE reporting and management processes and ensure timely reporting.
  • Collaborate with the NDOH and technical working groups to develop and adapt QA and improvement plans for VMMC services, including external and internal QA audits and CQI and monitoring plans.
  • Support the establishment or enhancement of internal QA audits; train staff within the project and the national VMMC program to perform audits; apply findings to quality improvement efforts; periodically review QA processes/requirements.
  • Oversee a team of VMMC program, technical, and QA coordinators to continuously monitor the rollout of result-driven scale-up and quality of VMMC services.
  • Document VMMC best practices/lessons learned during project implementation and disseminate widely among key stakeholders to guide improved service delivery.
  • Co-design with the Monitoring, Evaluation, Learning, and Reporting (MELR) Advisor to foster a regular data for decision-making framework to drive performance using granular level data analysis by geography and age. Ensure analysis of data guides programmatic decision making, planning, and scale-up.
  • Lead adaptation and supportive supervision of VMMC programs, and work towards continuous quality improvement (CQI).
  • Lead integration of PSISA HS programmes and leverage existing resources.
  • Work with NDOH and key stakeholders to co-design and rollout VMMC sustainability strategies with key milestones.

Qualifications

What are we looking for?

  • Medical Doctor or Nursing Degree with relevant experience.
  • Relevant master’s degree (MPH, Epidemiology, Health Management) highly desired.
  • At least 10 years of work experience in service delivery and operations research.
  • Minimum of 8 years of senior management experience, including managing HIV programs, with at least 5 years of experience in resource-challenged settings in a technical leadership role.
  • Prior proven at least 3 to 5 years’ experience implementing VMMC programming at technical level in Southern Africa is required.
  • Demonstrated expertise in clinical QA and QI in developing countries is preferred.
  • Demonstrated successful development of cohesive teams and growing the professional capacities of team members.
  • High-level expertise in the development, implementation and oversight of a complex programme portfolio.
  • Demonstrated leadership in fostering successful partnership approaches and relationships among a variety of organisations/institutions including government, private sector, local NGOs, and community-based organisations
  • Must be democratic, responsive, accountable, diplomatic and transparent in all his/ her actions.
  • Experienced in programmatic risk and financial programme management.
  • Previous experience leading projects funded by PEPFAR, CDC, and/or USAID preferred.
  • Fluency in English.
  • Strong interpersonal and communication skills, both verbal and written. Proficiency in a relevant language other than English preferred.
