Job Purpose

IFRC is now looking for an experienced e-learning provider to finalise the curriculum and develop the E-learning module for Community Engagement and Accountability in Cash programming.

Job Duties and Responsibilities

The International Federation of Red Cross and Red Crescent Societies (IFRC) invites you or your company to submit a proposal for the development and implementation of a mobile compatible e-learning module as per instructions specified below.

Technical Requirements

  • The development of the course and all its integral components by using any available authoring tools of the selected consultant’s choice. In regard to the development of the actual modules (apart from any videos or images), preference will be given to the use of Articulate 360 tools.
  • The development of SCORM compatible course components and material. Preference will be given to open standards and tools based on XML rather than proprietary tools, although it is understood that proprietary tools may be required to deliver a high-quality experience. If proprietary tools are proposed, the proposal should specify that an unlimited license will be granted to IFRC with full access to source code and, if required, training in the use of the proprietary technologies to ensure that IFRC can maintain and update the E-learning module without requiring assistance from a third party. (Please specify the tools, platforms and software you will use to develop learning content and indicate any technical limitations associated with their use.)
  • The E-learning module should use responsive design so that it can be viewed on various screen sizes and ratios, including smartphone, tablets and laptop, without requiring a separate version.
  • The development of all forms of graphics, video diagrams, animations, cartoon form (provided always that the cost of the solution is within the outlined budget, and that the developed material is suitable for a humanitarian organization operating worldwide).
  • As the target audience will be located in offices in potentially remote locations, difficulties with connectivity and low bandwidth problems need to be taken into account. Please also specify the precautions that can be taken to accommodate the needs of persons connecting with low bandwidth connections and provide opinions on the below mentioned SCORM packages and which one would be the most inclusive for use.
  • Ensuring that the complete course and all integral components are mobile-compatible. The e-learning module will be delivered in SCORM 2004 format.
  • Ownership of the intellectual property rights for the content of the complete course as well as all its integral components must be vested in IFRC. Any arrangement related to the development of the learning activities and modules must be such that the distribution of the end product is not limited in any way by any intellectual property rights.
  • The IFRC is the owner of all digital content created, as well as the source files used to package the course. The company grants the IFRC an irrevocable, unlimited and exclusive license to use the elearning modules, tools and/or software developed by the company for IFRC, and shall provide the IFRC with all information required relating to the relevant file formats and the conventions used to prepare them.
  • The course may include copyright-released music and sound effects as appropriate. The company shall provide all relevant copyright release documents.
  • The resulting modules must be designed and developed using the most appropriate and cost-efficient technologies and e-learning techniques.
  • The course, as well as all the integral components, should be designed following IFRC/Turkish Red Crescent (TRC) branding guidelines.
  • The developed course should be flexible in terms of adding additional activities/ modules and/or topics in the future.

Instructional Design Requirements

  • The consultant is expected to provide creative, yet simple and highly effective design of the course
  • The course should be designed in a self-paced mode
  • Proposals should include an estimated total learning time (guided learning hours/ time on task) for participants in the course.
  • The design of the course should follow a “hands-on modular approach”, i.e., the development of standalone learning activities for participants, who would have options to take separate activities, follow a module or even the complete course.
  • Realizing that the participants are highly busy and committed humanitarian staff, the course material needs to be highly motivating and engaging.
  • The module will be developed in English then translated to Turkish and other languages.
  • The supplier is expected to develop a well-structured course that would have no guidance for enrolment, participation and following up.
  • The developed end-product should be as inclusive as possible of multimedia assets through the development of diverse material types as needed: text, images, infographics, interactive learning activities, audio clips, videos or animations.
  • The developed course should be instructionally sound, offering a reality-based learning experience with a set of ‘reflective activities’ that trigger thinking about one’s specific context.
  • The learners are from different countries and backgrounds; therefore, it is paramount that the learning activities are (a) culturally sensitive yet not culturally specific, and (b) universally applicable across the globe.
  • The course should abide by WCAG 2.0 guidelines (minimum A level) for accessibility.
  • The results of any test or quiz within each sub-section must be retained and contribute to the overall score for the module. (Note: Although there is an understanding of the importance of ‘assessment’ for learning, however, in this context here, there is an expectation to propose as little assessments as possible, while opening up the floor for more creative learning activities appropriate for dedicated adult learners)

Management-related Requirements

  • The learning activities, modules and all of the course material is to be developed in consultation with IFRC/TRC subject matter experts (SMEs).
  • The consultant should outline – as part of the proposal – the project management approach and reporting system that is going to be applied for this project.
  • The consultant should outline – as part of the proposal – the ‘risk mitigation strategy/ies’.
  • The consultant should outline – as part of the submitted proposal – the project’s Key Performance Indicators (KPIs) and how, and how frequently, those are going to be evaluated.

Education

  • Relevant university degree or equivalent qualification.

Experience

  • Proven experience with E-learning development for similar projects with technical requirements.

Proposal Format and Content Required

Your written response to this call will form the basis of IFRC’s evaluation and should be presented in a format which makes it easy for us to review and compare. While you may provide additional information in other formats, please ensure that you follow the basic outline as set out below.

Your document should be structured as follows:

  1. Executive Summary and Proposal Declaration – setting out the key points of your Proposal, identifying how your approach to the project’s objectives and requirements, your unique design and development points and summarising your offer to IFRC and potential for achieving savings.
  2. Introduction – some background information setting out your company’s history and experience within relevant sectors and how these fit with IFRC’s requirements.
  3. Technical Response [as required and outlined in Section 3.0]
  4. Solution Proposals – [as required and outlined in section 4.0]
  5. Commercial, Pricing and Proposed Fee structure
    • Itemize the categories provided, including the type of staff, estimated time, and total cost for each item.
    • Itemize separately the costs related to the production of translated audio and video content, and integration of translated text into the E-learning module

Additional information required

  • Detailed descriptions of at least two relevant examples of experience in related areas (one page maximum per example) If your examples are only accessible through credentials, please provide those, so that the evaluation team can access and evaluate submitted samples.
  • Assumptions you are making in relation to the proposal.
  • Your Data Protection Policy and management, including accreditations if applicable.
  • Your risk mitigation policy, mapped to anticipated risks and challenges.
  • Ability to provide innovative solutions tailored to IFRC specific requirements.
  • Clear and competitive KPI.
  • A minimum of two References.
  • Where you are proposing alternative models or additional services which you feel would complement the base service provisions or where you have innovations which you think might be of interest to IFRC GB, please provide an overview here. Where pricing would be in addition to the fees proposed in Section D this should be clearly set out and priced in the Excel tab on a separate “Optional Services” tab. IFRC GB will consider these only where there is a significant benefit (with cost being the main consideration).
  • The names of those people (preferably no more than 4) who would attend, if shortlisted, the Bidder presentation if it has been agreed to have this presentation onsite. These should include those persons who it is anticipated will be handling our affairs on a day-to-day basis.
  • If your company has been subject to investigation, application of sanctions or other actions by a regulative authority or its predecessors detail the outcomes of any actions.
  • Include your annual accounts for the last two financial years.
  • Detailed outline of your technical expertise.
