GENERAL:

Winrock is accepting applications for the Deputy Chief of Party (DCOP) Technical for the upcoming USAID/India Strengthening Landscape Management and Conservation opportunity. The five-year project Activity will work in concert with the Government of India (GoI) to enhance the management of ecological landscapes for biodiversity conservation, human well being and climate benefits, contributing to reduced greenhouse gas emissions, improved carbon sequestration, and enhanced environmental benefits for the country. Through this activity, USAID/India and the Ministry of Environment, Forest and Climate Change (MoEFCC) will strengthen management practices in targeted landscapes by: (1) improving the management of protected areas and their corridors for wildlife conservation and other ecological benefits; (2) improving inclusive livelihoods from ecosystem services and (3) strengthening the conditions for institutionalizing landscape conservation. This position will be based in India, and contingent upon project award.

POSITION SUMMARY:

The DCOP Technical will support the Chief of Party in management of the project and provide technical expertise and oversight in project planning and implementation. S/he will oversee a multi-disciplinary technical team comprised of specialists in ecosystem services, natural resource management and wildlife conservation to improve livelihoods and management of protected areas in Central Indian Landscapes. They will oversee the development, implementation, monitoring, and evaluation of program approaches and activities, mentor staff, and ensure that the anticipated project results are achieved.

ESSENTIAL RESPONSIBILITIES:

  • Coordinate with the Chief of Party (COP) in management of the technical components, providing programmatic leadership and overseeing the strategic planning of activities in support of the project goals and objectives, including the determination of project priorities and appropriate technical initiatives.
  • Ensure results-oriented technical components and high-quality and timely deliverables and reports, focusing on synergistic coordination of all technical areas.
  • Advise national counterparts on technical issues and participate in relevant advisory and/or working groups with counterparts, partner institutions, relevant government ministries, and all other local stakeholders.
  • Represent the project in public and professional circles through meetings, conferences, and presentations.
  • Develop and modify as necessary the technical work plans and budget.
  • Ensure marginalized groups (women, tribal communities, person with disabilities, youth) are beneficiaries of the project.
  • Coordinate activities with other agencies and closely collaborate with key staff on implementing activities.
  • Ensure technical compliance with USAID rules and regulations.
  • Work closely with Winrock’s project management staff in the US to ensure effective, timely and coordinated project implementation.
  • Focus on achieving results in all areas on schedule and maintain positive relationships with USAID, government officials, partners, and implementing partners.
  • Serve as Acting COP as needed in the absence of the COP.

QUALIFICATIONS AND BACKGROUND:

Education:

A minimum of a master’s degree (or foreign equivalent) in forestry or environmental management, terrestrial landscape conservation, environmental economics, international development, public/business administration, governance, or relevant fields of study related to the sector of the project.

Experience:

  • At least seven years of experience in senior-level management positions for donor-funded international development projects. Senior-level management experience on USAID projects is strongly preferred.
  • A minimum of five years of experience related to biodiversity, natural resource management, ecosystem services, climate change, community development or related issues.
  • Direct experience in Central Indian Landscapes in Rajasthan, Madhya Pradesh, Jharkhand, Chhattisgarh, Odisha, Telangana, Andhra Pradesh, and Maharashtra is preferred.
  • Experience promoting income generating activities linked to sustainable landscape management.
  • Strong knowledge of the political, social, cultural environment and power dynamics in India.
  • Demonstrated competence in negotiation and communication.
  • Proven competency in delivering technical presentations.
  • Fluency in written and oral English is required.
