FHI is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party- Technical (DCOP-T) position on a USAID-funded program in Jamaica. The Activity is entitled the Jamaica At-Risk Youth Empowerment, Civic Participation, and Workforce Readiness (EMPOWER) Activity under the Yoth power 2 Annual Program Statement. The DCOP-T will be responsible for leading technical components of the activity relating to evidenced based youth crime and violence prevention. This role will work with the Chief of Party to ensure that technical outputs contribute to overall Activity goals.

This potential full-time position will be based in Kingston Jamaica for the full life of project (anticipated five years). Familiarity with youth service delivery in Jamaica is required. The ability to coordinate behavior change, public and private partnerships and a history reviewing capacity building activities are all assets. Strong communication skills in English, knowledge in MS Office applications, and commitment to gender equity and social inclusion are required.

Responsibilities:

  • Oversee technical implementation of the Activity and ensure impacts achieve the results defined in the contract.

  • Provide technical expertise and support annual activity work planning and adaptive management of Activity as needed in accordance with the Activity’s objectives and targets.

  • Assist in coordinating Activity implementation, providing support to personnel and subcontractor management, and efficient budgeting and financial management, as needed.

  • Ensure coordination between technical team members.

  • Evaluate and document activity progress and lessons learned.

  • Assume responsibility for quality control and timeliness of deliverables.

  • Support the COP in representing the project to USAID and key government stakeholders, ensuring timely response to their informational, data and monitoring inquiries and requests.

  • Serve as the interim Chief of Party (COP) when the COP is not available.

  • Lead the operational and tactical technical management activities for a project.

  • May use statistical analysis systems, such as SAS, as appropriate. Plan and direct schedules and monitor budget/spending.

  • Organize the inter-project activities ensuring completion of the project on schedule and within budget constraints. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.

  • Manage and guide a team with training and developing process improvement initiatives to ensure compliance with company and government standards.

  • Provide technical management expertise with monitoring and evaluating projects and is involved in the decision making for technical issues on the project.

  • Coordinate and work with external donors/clients on technical issues and serves as a representative for the organization.

  • Develop objectives that align with strategic goals and oversees several projects for technical and compliance standards.

Qualifications:

  • Minimum of a bachelor’s degree (master’s preferred) in relevant discipline is required.

  • Minimum 10 years of project experience, preferably in the LAC region, working in one or more technical disciplines: Youth empowerment, crime and violence, violence prevention, youth development, youth service delivery.

  • Minimum of 5 years in a supervisory position managing multi-disciplinary teams.

  • Proven track record working in multi-disciplinary teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equity and social inclusion.

  • Excellent communication skills in English.

  • Strong familiarity with the policy, social, economic, and cultural context in Jamaica, and in particular the northern regions of Jamaica.
