Summary

Save the Children is recruiting for a Collaborating, Learning and Adapting (CLA) Advisor. This position will support CLA activities across the Department of Hunger and Livelihoods (DHL) programs focus on thought leaderships and expanding the evidence base to improve the quality and effectiveness of development and emergency food security activities for vulnerable populations. Programs cover a range of sectors including gender and youth, food security and livelihoods, agriculture, resilience and water and sanitation.

The Advisor will help design and lead implementation of a strategic approach to CLA and build a culture of collaboration, adaptive management, continuous learning and high-quality program delivery. The advisor will work closely with program teams and other stakeholders to ensure knowledge and learning are captured and shared to drive adaptations across programs.

The CLA Advisor will be responsible for overseeing and managing CLA tasks, working collaboratively with all DHL programs. The Advisor will help develop and facilitate knowledge sharing and learning, evidence generation and application, and collaborative community building across DHL, Save the Children and our implementing partners. The Advisor will also work on developing an internal CLA capacity-building strategy that trains and mentors staff and promotes a culture of learning.

What You’ll Be Doing (Essential Duties)

CLA Strategy and Implementation (40%)

  • Develop, refine, and implement a robust CLA strategy and implementation framework for continuous learning, collaborating, and adapting for project staff, partners, donors, and other stakeholders for an initial set of target programs.
  • Design and facilitate regular knowledge-sharing, collaborative planning and learning events, addressing key learning questions for stakeholders of those programs, through a range of platforms and forums such as roundtables, workshops, pause and reflect, online discussion forums, reports, after action reviews, etc.
  • Apply lessons learned from initial implementation to improve CLA across DHL and expand to cover the full range of DHL programs.

Staff and organizational development (30%)

  • Provide training, capacity-building and mentoring on CLA, knowledge management, and adaptive management methods, tools and best practices.
  • Help to create a team culture where it is safe to experiment, fail fast, and learn from experiences to drive problem-solving.
  • Provide guidance, recommendations, and leadership to develop digital CLA and knowledge management systems, approaches and templates to ensure that lessons learned and best practices are documented and accessible to all stakeholders.

Stakeholder Engagement (30%)

  • Ensure programs and stakeholders use CLA systems and tools, to inform and improve each individual program, as well as feed into the broader DHL and Save the Children initiatives.
  • Actively engage with stakeholders to share and promote the use of CLA across stakeholders and identify emerging or persistent needs. Participate in relevant external events to identify innovative approaches to improve internal CLA activities.
  • Provide support to develop program proposals, work plans and reporting to ensure inclusion of CLA approaches and resources.
  • Contribute to building effective, collaborative partnerships with BHA Agreement Office Representative (AOR) and technical leads.

Required Qualifications

  • Minimum of a Bachelor’s Degree or equivalent experience, plus at least 5 years of relevant experience
  • Proven experience in helping develop and build staff capacity in knowledge management, stakeholder engagement and organizational learning, preferably in an international context.
  • Demonstrated experience with USAID activities, including strong conceptual knowledge USAID’s CLA framework.
  • Demonstrated skill and experience in building collaborative relationships and driving adoption of new program approaches.
  • Professional proficiency in spoken and written English.
  • Willingness and ability to travel internationally up to 20% of the time.
  • Professional proficiency in MS Office suite
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally
  • Demonstrated commitment to fostering and maintaining and environment of diversity, inclusion, and belonging.

Preferred

  • Proficiency in collaboration tools such as Miro, Mural and CRM
  • Experience with USAID’s Bureau for Humanitarian Assistance (BHA) or its predecessor organizations (the Office of Food for Peace or Office of Foreign Disaster Assistance.
  • Experience in working with a variety of stakeholders including partners, donors and other stakeholders.
  • Experience developing and implementing learning agendas, theories of change scenario planning, and other collaborative learning activities.
  • Strong facilitation skills.
