Chemonics seeks a Deputy Chief of Party – Programs to support the USAID/OTI Ukraine Confidence Building Initiative 4 activity. UCBI 4 is $252 million fast and flexible mechanism that provides in-kind grants and DDGS in three broad program areas:

  1. Enhanced early recovery and reintegration of displaced populations in frontline communities and newly reclaimed areas
  2. Increased reach of and engagement with narratives that strengthen Ukrainian unity and democracy
  3. Strengthened nonviolent civic action and connections in Russian-controlled areas with the rest of Ukraine

Responsibilities:

  • Managing programmatic aspects of the program. The selected candidate will supervise the activity development staff and other staff involved in activity development, implementation, monitoring, evaluation, and reporting
  • Ensuring appropriate implementation of program strategy
  • Ensuring that procedures are established and complied with for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and closing.
    • The DCOP-P will ensure that program implementation is in accordance with regulations and procedures and the specifications determined in the Task Order SOW. This will include monitoring grantee worthiness, ensuring that all procurement processes are transparent and clearly understood by beneficiary communities, assuring fair and transparent processes, review of financial management, and monitoring activity implementation
  • Working with the COP, DCOP – Operations, the MEL team, and potentially regional offices to improve implementation processes throughout the program
  • Serving as the COP and OTI CR’s (and/or the CR’s designee(s)) primary point of contract for current information about the status of activity implementation
  • In collaboration with staff, identifying program opportunities and potential local partners.
  • Ensuring the relevant staff use, maintain, and upload weekly the Activity Database and that data is consistent and complete
  • Working with the COP, DCOP – Operations, and other relevant parties to support security of persons, information, and goods directly related to implementation of individual activities.
  • Under the guidance of the USAID/OTI CR, DCR, and COP, contribute to the design and implementation of the M&E system at the activity level and for ensuring that all activities are monitored and evaluated.
  • Acting as Chief of Party when COP is absent from the project
  • Undertaking other duties as assigned by the COP

Qualifications:

  • The position likely will be based in Warsaw, Poland, but frequent travel to Ukraine is expected by OTI and willingness to do so is an absolute requirement for the position
  • Previous COP, DCOP, or RPM experience is required
  • Previous OTI experience is required
  • At least five years of relevant supervisory experience contributing to a donor-funded, contractor-implemented, and/or international NGO-led development project(s)
  • Experience working in developing countries is required, preferably in complex, high-speed, and challenging field operations in conflict settings
  • Professional experience in budgeting and financial management (generating projections, financial reporting and accounting, as well as tracking and projecting procurement spending)
  • The candidate should have experience with activity design, as well as development and management of projects, preferably including both community-level and national-level activities
  • Experience developing and administering in-kind and other grant mechanisms required
    • DCOP-P must have the capacity to understand and analyze national, regional, and local politics; to guide the program staff in creatively designing grants that relate to the current political environment; and to ensure that activities are appropriately implemented, monitored, evaluated, and closed-out
  • Professional supervisory experience leading and working with culturally and geographically diverse staff
  • Experience working in Europe and Eurasia, including countries undergoing transition highly desired, but not required
  • Ability to cope with and function effectively in high stress and fluid conflict environments.
  • Experience with remote management in transition environments is highly desired, but not required
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and oral English is required. Demonstrated working fluency or proficiency in Ukrainian is preferred, but not required
