Family Health International (FHI 360) is seeking qualified candidates for the position of Deputy Chief of Party based in Guatemala supporting an anticipated USAID-funded project aiming to reduce the negative social and economic impacts of gender-based violence (GBV) in targeted areas of Guatemala, contributing to longer-term stability of the country. The proposed activity aims to support women, children, adolescents and other vulnerable groups victims of gender-based violence and intrafamily violence in targeted communities with high rates of violence and migration. The main objectives of the project are: prevention of GBV at community, municipal and national levels increased; response to GBV strengthened by increasing capacity of key stakeholders; recovery and empowerment of GBV victims and survivors increased; improved research and analysis of GBV and its impact on development, national security, and migration. Availability of the position is contingent upon successful award of the project to FHI 360.

Overview:

The DCOP reports to and provides back-up and support to the COP. S/he is the Acting COP when the COP is absent and is the project’s secondary point of contact to USAID and to government ministries. The DCOP provides operational leadership, strategic guidance, capacity building, and oversight for finance, procurement, Human Resources (HR), Information Solutions and Services (ISS) and Contracts Management Services (CMS).

Key Responsibilities:

  • Assists the Chief of Party with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and FHI 360;
  • Oversees and manages the project budget;
  • Manages deadlines, drafting of reports, maintenance of records, and monitoring achievement of benchmarks in the award;
  • Assists the Chief of Party in creating and maintaining good working relationships with USAID, government counterparts, local organizations, and other program partners;
  • Supervises administrative, financial and grant management to ensure compliant processes and performance, operational and cost efficiency, and effective management and monitoring of sub-awards.
  • Manages and guide a team with training and developing process improvement initiatives to ensure compliance with company and government standards.
  • Supports the COP in representing the project to USAID and key government stakeholders, ensuring timely response to their informational, data and monitoring inquiries and requests.
  • Serves as acting Chief of Party in his/her absence; and
  • Manages long-term staff and short-term advisors in a respectful and transparent manner, ensuring achievement of project results.

Minimum Requirements:

  • Master’s Degree in a relevant field such as international development, business administration, or other relevant fields;
  • At least ten (10) years of progressively responsible experience, at least six (6) years managing a Finance and/or Operations department in a developing country, preferable in Guatemala or the LAC region;
  • Demonstrated ability to think strategically and navigate politically sensitive terrain;
  • Demonstrated leadership and management skills related to program management, including budget and personnel management, motivating and supervising team efforts, solid performance management, including program planning, implementation, and achieving success in complex activities;
  • Familiarity with US Government-funded programming, rules and regulations such as FAR, AIDAR and grants required;
  • Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, donors, and donor-funded implementers;
  • Proven human resource management skills and demonstrated commitment to customer service; and
  • Fluency in English and Spanish is required.
