Family Health International (FHI 360) is seeking qualified candidates for the position of Chief of Party based in Guatemala supporting an anticipated USAID-funded project aiming to reduce the negative social and economic impacts of gender-based violence (GBV) in targeted areas of Guatemala, contributing to longer-term stability of the country. The proposed activity aims to support women, children, adolescents and other vulnerable groups victims of gender-based violence and intrafamily violence in targeted communities with high rates of violence and migration. The main objectives of the project are: prevention of GBV at community, municipal and national levels increased; response to GBV strengthened by increasing capacity of key stakeholders; recovery and empowerment of GBV victims and survivors increased; improved research and analysis of GBV and its impact on development, national security, and migration. Availability of the position is contingent upon successful award of the project to FHI 360.

Overview:

The Chief of Party (COP) will provide overall management, coordination, oversight and ensure that activities and sub-partners are coordinated and achieve intended results. This individual will be the key liaison with USAID, key stakeholders, and other implementing partners. Her/his primary responsibilities will be aimed at providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the contract.

Key Responsibilities:

  • Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.
  • Supervise activity implementation and ensure the activity meets stated goals and reporting requirements.
  • Serve as the project’s principal liaison with USAID, government counterparts, donors, and community stakeholders, and build and maintain effective relationships with all key stakeholders.
  • Oversee financial and administrative management of the project, ensuring budget discipline and compliance with FHI 360 policies and procedures and USAID rules and regulations.
  • Supervise the development and submission of program deliverables and provide accurate and timely reporting to USAID and key stakeholders on all program areas.
  • Oversee the establishment of effective and accurate project reporting, monitoring and evaluation, financial management, and personnel and procurement systems.
  • Ensure the achievement of high-quality deliverables and results per workplan and M&E plan.
  • Provide onsite support and supervision to project teams and partners on a regular basis to ensure quality implementation of project activities.
  • Conduct performance assessments of direct supervisees, identifying and recommending areas for improvement and opportunities for professional development.
  • Mentor and manage staff in a respectful and transparent manner, working with staff to build their technical and administrative capacity.
  • Serve as a member of the FHI 360’s Country Leadership Team and provide input and assistance to FHI 360’s broader country priorities where necessary.

Minimum Requirements:

  • Requires a Bachelor’s degree; (however a Master’s degree is strongly preferred) in a directly relevant field from an accredited university;
  • At least 12 years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this program;
  • Demonstrated experience in CLA (Collaborating, Learning and Adapting) adaptive management;
  • Demonstrated strategic planning, staff development and capacity building experience;
  • Demonstrated ability to work in complex environments and manage diverse teams to deliver impact within agreed timelines;
  • Demonstrated experience in gender-related development activities; gender-based violence prevention and service provision; and institutional capacity building of, and coordination among, a variety of government ministries and CSOs with experience in Guatemala or LAC region preferred;
  • Experience in managing large scale projects and activities, strategic planning and implementation of related activities;
  • Proven track record in developing and maintaining relationships with government officials, private sector, Civil Society Organizations (CSOs), donors, international NGOs, and professional institutions and in assisting multi-stakeholder consultations, negotiations and consensus building;
  • Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting;
  • Demonstrated experience working alongside project stakeholders to deliver impact within agreed timelines;
  • Fluency in English and Spanish is required.
