Advises and assists the CFICIP on all matters related to the development and implementation of the Infrastructure and Camp Improvement Programme in the Field; assists supervisor in developing operational plans and overseeing their implementation and on impact of these plans on lives of refugees in the camps to ensure their health, well-being and improvement of the camp community; assists supervisor in overseeing the development and implementation of specific programmatic plans for camp improvement (CIPs) environmental infrastructure projects related to sewerage, drainage and water supply systems as well as management plans of environmental health services, particularly those related to solid waste in all camps; Assists supervisor in steering the strategic direction and effective and efficient operation of the Programme; contributes to strategic planning for the Programme Agency-wide under the direction of the Director of Infrastructure and Camp Improvement; responsible for resultsbased management, including monitoring, reporting and follow up on indicators and evaluation of Programme performance in the field; writes and oversees the preparation of reports on Programme performance; writes project proposals. Is directly responsible for managing all the Department administrative support functions including GIS-CAD, software and hardware needs, collection and organization of information related to the Programme performance; ensures coordination of all procurement, personnel, finance and logistics matters; supervises preparation of Department budget and controls expenditure in accordance with plans; participates in the recruitment and appraisal of staff performance as directed by the CIFIP. Contributes to the overseeing preparation of cost estimates, tender invitation and tender analysis for all projects to achieve best value of money and safeguard the Agency funds and assets; studies, analyses samples of contract proposals and provides recommendations and technical advice thereon to CFICIP in-line with UNRWA policies and instructions; follow up with Field and HQ Awarding Authorities. Performs a neutral support and check for the CFICIP in her/his capacity as Director of Works; checks and analysis submissions and defines critical issues, particularly those related to variations, payments and claims and makes recommendations. Provides technical oversight and guidance to all divisions particularly in the area of risk management and communication with stakeholders to ensure efficient execution of the Programme including self-help construction and rehabilitation projects performed by refugees; where is applicable, assists in overseeing the design works prepared either in-house or by local consultants in order to ensure that designs meet UNRWA requirements and department objectives; Maintains good and professional working relationships within the Agency and with refugees and their representatives, concerned officials in governments and relevant institutions as well as non-governmental organizations for coordination of projects and services of the Programme; contributes to and makes sure of coordination with relevant departments and external stakeholders prior to and during the planning, design and execution of camp improvement plans, construction and maintenance works as well as environmental health services; Assesses training needs and plans and directs in-service training for all staff members of the Department; Acts for CFICIP during the latter’s absence; Performs such other duties as may be assigned;
