About The Consortium for Elections and Political Process Strengthening (CEPPS): CEPPS is a co-equal, legal joint venture established in 1995 between the International Foundation for Electoral Systems (IFES), the International Republican Institute (IRI), and the National Democratic Institute (NDI). Currently, CEPPS is the holder of the Democratic Elections and Political Process (DEPP) Global Elections and Political Transitions (GEPT) leader with associates award (LWA) from the US Agency for International Development (USAID) and has held similar awards since its creation. Over the past 27 years, more than $1.0 billion of funding has been awarded to CEPPS for programs in more than 60 countries. Through the DEPP mechanism, CEPPS works to empower local partners to build resilient government institutions, political parties, and electoral processes in fragile states and developing democracies.

While the successful candidate will work on behalf of CEPPS, the candidate will be hired by IRI. All applications will be submitted to IRI at the link provided below. The review of applications and the interview process will be conducted jointly by the CEPPS partners.

About this position:

Under the direction of the Managing Director (MD), the PESA will work with CEPPS core partners, its Senior Technical Partners and USAID to advise and implement a partnership engagement strategy through all elements of the DEPP leader and associate awards. The strategy will prioritize localization and develop processes for identifying diverse and representative local, regional and international partners (apart from the pre-identified consortium partners) based on technical needs during program design and implementation. The PESA will ensure the strategy is embedded into the DEPP associate award design process and throughout the associate award lifecycle to ensure locally-led, sustainable outcomes. The PESA also will oversee capturing partner engagement in the Global Partners Database (GPD), throughout award implementation and will coordinate with the Research, Evaluation and Learning (REL) Director to ensure that the partnership engagement strategy is integrated into the DEPP Learning Agenda. The PESA will use data captured through the GPD and other consultations to consolidate and share lessons learned for sub-granting and other types of partnership across the consortium.

Responsibilities

· Implement and adapt the CEPPS partnership engagement strategy throughout all aspects of the DEPP leader and associate award life cycle

· Develop and facilitate stakeholder engagement and/or co-creation processes to identify new partners and most effective types of support in line with the PES, during proposal development

· Establish the DEPP Global Partnership Database:

o Develop categorizations and taxonomy for partnerships, in line with USAID’s Localization Policy, the DEPP PES and the DEPP Learning Agenda;

· Manage the DEPP Global Partnership Database

o Work with consortium partners to ensure that data is captured from leader and associate award throughout the life of the DEPP award

· Track and regularly share best practices and lessons learned on partnership engagement practices from the partners and the broader DRG community on technical and organizational capacity building, as well as promoting sustainability

· Performs other duties as assigned by the MD to ensure successful implementation of the PES.

· Position Requirements

  • Bachelor’s Degree, preferably in International Relations or related subject; graduate degree desired.
  • Prefer a minimum of ten (10) years relevant work experience in international development, preferably in democracy, human rights, and/or governance projects and the role of civil society in promoting democratic reform.
  • Demonstrated technical expertise in identifying and working with local, national and international development partners
  • Experience with establishing and maintaining a system to track and engage partnerships globally. This could include creation of a database or similar repository.
  • Experience with business and proposal development preferred.
  • Excellent interpersonal and communication skills (written and verbal).
  • Ability to manage multiple tasks simultaneously.
  • Ability to work independently and with others in a fast-paced office.
  • Familiarity with Microsoft Office Suite, SharePoint and Google Apps strongly desired
