Job Purpose

The CEA/CVA in Integrated Assistance Delegate will lead work to ensure the integration of CEA approaches into Integrated Assistance Approaches which form part of the IFRC Ukraine response. CEA aims to enhance the impact, reach, relevance and effectiveness of the Ukraine emergency response.

The CEA/CVA in Integrated Assistance Delegate will be based in the IFRC Regional Office for Europe (RoE) in Budapest. The role provides support to all countries which are part of the IFRC Ukraine Response appeal and works closely with other CEA colleagues at regional, cluster and country levels. The role also cooperates closely with colleagues from CVA teams, sectoral coordinators and teams e.g. shelter and health, information management and other colleagues. As the operation evolves and security assessments are completed, the incumbent may be asked to travel to any area covered by the operation or to permanently relocate to another location for the duration of the contract.

Job Duties and Responsibilities

Working with IFRC, PNS and NS CEA, CVA, IM and PMER colleagues in Ukraine and neighbouring countries:

  • Participation – Ensure and support community participation in assessments, design and planning of cash-based responses in the Ukraine response. Design and support participatory reviews of the implementation of activities to include the collection of qualitative feedback as well as quantitative data.
  • Information Provision – Ensure the provision of relevant, accessible and timely information on Red Cross cash-based interventions to affected people through multiple channels including digital and in-person processes e.g. via National Society branches and volunteers. Information provision aims to ensure people eligible for assistance know how and where to access Red Cross assistance and are fully informed of the different stages of the programmes.
  • Feedback systems – Ensure feedback systems are established and maintained which enable two- way communication with people assisted through the cash-based programmes. Feedback systems should either link with pre-existing National Society systems or be designed so that they can be expanded for relevance to other programmes and activities of the National societies. Feedback systems should link with protection referral pathways as well as the responsible persons for other services and types of information beyond CVA which may be requested through these channels.
  • Communication channels and learning – Establish systems to capture, collate and share knowledge gained within cash-based programmme of people’s preferred communication channels. Work with colleagues to ensure these preferences influence the design processes of communication for cash-based programmes. Capture and share learning on communication channels, processes and opportunities across CEA and other sectors to maximize opportunities for communication with affected people.
  • Data management – Working with IM colleagues ensure management of CEA data e.g. feedback is in line with IFRC data management standards and that it is collected in systems that enable cross country comparison. In addition, work with colleagues across countries to support the collation and comparison of CEA-related data in CVA programmes.
  • **Balancing digital and in-person CEA -**work with colleagues and National Societies to establish systems relevant to each country context that build on both digital and in-person opportunities for community engagement to maximize the reach, effectiveness, and inclusion of CEA approaches and CVA programming.
  • IFRC tools – Adapt and develop user- friendly tools to support CEA in CVA relevant to the context. Feed into global development of tools for CEA in CVA in emergency response.

  • CVA programming in Ukraine response – Keep abreast of plans within the Ukraine response across Ukraine and neighbouring countries for use of cash-based responses to develop new strategies to ensure community involvement in their design and adaptation. In particular, work with Ukraine-based CVA and CEA teams to design a CEA approach relevant to the context and implementation modality for both the initial emergency cash phase and longer-term recovery and other related programming. Experience from Turkey’s ESSN and other large scale CVA programmes with strong CEA components may be useful to draw on.
  • Inter-agency coordination – Participate actively in inter-agency cash working groups to contribute to coherence in inter-agency’s communication and feedback systems developed around cash-based responses.
  • Capacity strengthening – Develop and provide training, coaching and mentoring to National Society staff and volunteers as appropriate.
  • Sectoral Programming – Engage with relevant sectoral colleagues to support them in CEA approaches specific to their sectors.

Education

Education

  • An advanced university degree in a relevant area such as social sciences/behavioural/communication sciences or equivalent experience is required
  • Basic delegate training course, IMPACT or equivalent knowledge is preferred

Experience

  • 5 years of experience in a CEA related role, for example, beneficiary communication, social mobilisation, community engagement, communication for development, accountability officer is required
  • Experience in cash-based programmes including familiarity with Red Rose and IFRC data management and systems for communication with beneficiaries is required
  • Experience in emergency response settings including conflict-affected, migration and/or refugee contexts is required
  • Experience in a coordination role, including with multi-sectoral stakeholders is required
  • Experience in leading community engagement approaches and capacity building efforts of local organizations is required
  • Experience in planning targeted and appropriate behaviour change approaches is preferred
  • Experience of designing and implementing assessments, community consultations, research activities is required
  • Experience in leading teams and managing people is required
  • Experience within the Red Cross and Red Crescent Movement is preferred
  • Experience in an international organization or NGO is required

Knowledge, Skills and Language

  • Good understanding of current developments in the field of communication with communities, behavioural and social sciences, community engagement processes, strategic communication, research approaches is required
  • Good understanding of CEA issues in emergencies contexts is required
  • Good understanding of developments in cash-based responses including in digital settings is required
  • Sensitivity to challenging political contexts and understanding of risk management processes is required
  • Excellent analytical skills and knowledge of quantitative, qualitative and participatory research methodologies and analysis is required
  • Advanced analytical skills, able to capture learning and use it to make improvements in programming and operations is required
  • Good planning skills, with the ability to identify areas for improvements in cash-based programmes through the integration of CEA approaches and activities is required
  • Good knowledge of gender and diversity issues in humanitarian programming is required
  • Facilitations and training skills is required
  • Fluently spoken and written English is required
  • Good command of another IFRC official language (French, Spanish or Arabic) is preferred
  • Good command of Ukrainian and/or languages of neighbouring countries is preferred
