Under the supervision of the IMPACT Senior Assessment Officer, the IMPACT/REACH Data Officer/ Analyst is responsible for the processes and outputs related to data processing of the Longitudinal Study of Ukrainian Refugees and Returnees. She/he will implement data cleaning, data processing, data analysis, and data visualization activities in cooperation with IMPACT team in country.

About REACH Initiative

IMPACT’s REACH Initiative is a unique humanitarian NGO, which provides research, data, and analysis to support more effective humanitarian action in crisis contexts. By providing precise and reliable information on the humanitarian situation of populations in Ukraine, REACH’s work informs better delivery of aid and more transparent decision making. In Ukraine, REACH has a supportive and closely working team, spread across seven bases (Kyiv, Lviv, Chernivtsi, Vinnytsia, Kropyvnytskyi, Odessa and Dnipro), all of whom are dedicated to producing high quality research to improve the situation for people in Ukraine.

REACH is seeking data expert with previous experience to join our growing team as a Data Officer in the Longitudinal Study of Ukrainian Refugees and Returnees. The ideal candidate will be a mid-career professional, who has experience working with data analytics and is motivated to further develop their skills and expertise, whilst helping the humanitarian response.

About the Longitudinal Study of Ukrainian Refugees and Returnees

Since March 2022, IMPACT Initiatives has been conducting a monthly survey of people who fled the full-scale war in Ukraine to understand their mobility patterns, needs, integration trajectories, and intentions to return, and how these change over time. Respondents were first interviewed after they crossed the border out of Ukraine from 28 February onwards and have since been followed up by IMPACT’s team, which conducts monthly phone interviews with the same pool of respondents. Respondents are called using Viber, WhatsApp, and Telegram messaging platforms by a trained team of enumerators who conduct the interviews in the respondents’ mother tongue and interview them each month on a core module of questions and variable modules included in response to emerging information needs and changing contexts.

Duties and Areas of Responsibility

Under the line management of the Senior Assessment Officer, the Data Officer will perform the following functions:

  • Quality Assurance: Use R to check and clean collected data to ensure its accuracy and reliability.
  • Data Analysis: Employ R to both clean and analyze the collected data. The findings will be presented through visualizations, which can be static or interactive.
  • Monitoring Processes: Develop systems to track the progress of data collection and ensure it aligns with predetermined sampling criteria.
  • Technical Guidance: Provide guidance on sampling procedures to ensure that data collection follows agreed-upon methodologies.
  • Dashboard Management: Improve and update PowerBi dashboards.
  • Team Management: Oversee a Junior Data Officer, focusing on developing their skills and capacity in the field.
  • Data Storage Compliance: Ensure that all data collected and analysis conducted adhere to IMPACT’s Data Management Guidelines and the ToRs (data management plan Annex).
  • Process Improvement: Engage in enhancing systems and improving processes related to data collection and analysis activities.

Person Specification

  • Expertise: Background in social sciences, data science, or information management.
  • Humanitarian Sector Experience: Past involvement in the humanitarian field is advantageous.
  • R Programming Experience: Prior familiarity with R is required.
  • Excel Proficiency: The ability to work with Excel is necessary.
  • Data Visualization Tools: Knowledge of PowerBI or similar tools is a significant advantage.
  • Language Skills: Fluency in Ukrainian and good command of English are essential.
  • Passion for Humanitarian Work: Highly motivated and dedicated to enhancing the humanitarian response in Ukraine.
    This position is available in Kyiv, Lviv or Dnipro.
