Context:

Labour Mobility and Human Development (LHD) programme at IOM Libya is implementing several initiatives for advancing labour migration governance in the country. Under Phase II of the Regional Development and Protection Programme North Africa Development Pillar (RDPP NA DEV), the LHD component of the ‘Strengthening Data Management and Cross-border Cooperation to Increase Awareness on Migrant Challenges’ and ‘Multi-sectoral support for vulnerable mobile populations and communities in Libya’.

Under the direct guidance of the Labour Mobility and Human Development (LHD) Programme Manager and the overall supervision of the Chief of Mission, the successful candidate will coordinate Data and Research components as well as develop thematic reports related to labour migration governance.

Core Functions / Responsibilities:

The Consultant will have the following responsibilities:

  1. Act as focal point and support the implementation of various research and capacity building initiatives, including identifying and analysing trends and forecasts in the field of labour mobility in Libya.
  2. Manage labour migration data and research portfolio by selecting topics, including developing methodologies, conducting research and coordinating technical review of the draft research.
  3. Support in delivering labour migration governance training package for internal capacity building as well as to various government stakeholders.
  4. Keep abreast of labour market and migration trends within Libya and neighbouring countries as well as key countries of origin to contribute to the development of a comprehensive labour migration strategy for Libya and to propose new IOM interventions and project development.
  5. Researching labour market trends, conducting surveys, analysing data from employment enhancement initiatives to identify patterns of potential issues or improvements in labour mobility programming.
  6. Coordinate, develop, and respond to information and data requests received from labour migration force in Libya, to allow for evidence-based and data-informed policy.
  7. Come up with policy and action suggestions based on research and analytics, including development of policy briefs as the final LHD knowledge product.
  8. Analyse challenges and closely coordinate with relevant stakeholders to revise work-plans if needed; facilitate timely reporting as per IOM and donor requirements.
  9. Complete project reporting and M&E according to internal and donor requirements and ensure that project data and information is archived and shared appropriately.
  10. Undertake duty travel relating to project activities, monitoring and liaison with counterparts.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience

· Master’s degree in international law, economics, or migration studies with minimum of four years relevant work experience;

· Prior work experience with an international organization and/or providing technical assistance to national authorities and civil servants is an asset;

· Strong and demonstrable interest in humanitarian issues;

· Experience in employment capacity building;

· Ability to design and deliver training programmes;

· Good understanding of gender and issues around gender-based violence;

· Excellent writing, communication, negotiation and analytical skills;

· Ability to prepare clear and concise reports;

· Strong creative and strategic thinking;

· Excellent ability to prioritize tasks and strong organizational skills;

· Good knowledge of project development, management, and evaluation concepts and procedures is a strong asset;

  • Good level of computer literacy.**

Languages

Fluency in English and Arabic is an advantage to have.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
