1.0 BACKGROUND and rationale

CBM Christoffel-Blindenmission Christian Blind Mission e.V is an international Christian development organization, committed to improving the quality of life of people with disabilities. We work in partnership addressing disability as a cause and consequence of poverty so as to create an inclusive society for all. We recognize that this desire can only be achieved through systemic change, transforming communities and supporting others to make inclusion a reality. www.cbm.org

Our development work is premised on four goals: Strengthen the voice and autonomy of people with disabilities; Build inclusive and resilient communities; Build inclusive and sustainable local and national systems and services; and Ensure that populations affected by natural and manmade disasters have access to inclusive humanitarian assistance. These goals are achieved through two initiatives, that is, Inclusive Eye Health and Neglected Tropical Diseases abbreviated as IEH; and Community Based Inclusive Development (physical rehabilitation, inclusive livelihoods, ear and hearing care, inclusive education, and disability inclusive disaster risk reduction) abbreviated as CBID.

CBM was registered in Kenya in 1976. Currently we have presence in 16 Counties working in partnership with 19 implementing partners. CBM’s work contributes to and is aligned with the Ministry of Health, Ministry of Education and Ministry of Public Service, Gender, Senior Citizens Affairs & Special Programmes priority areas.

The CBM Kenya Country Office plans to develop 2022/23 – 2027 Country Strategic Plan (CSP) and intends to engage an experienced consultant/firm in undertaking a comprehensive country situational analysis and thereafter using the findings to facilitate development of an implementable Country Strategic Plan (CSP).

2.0 PURPOSE

The purpose of this assignment is to conduct a Country Situational Analysis that will feed into a Country Strategic Plan (CSP) for CBM Kenya Country Office (KCO). The assignment will include review of relevant documents, in particular the CBM Federation Strategy 2023, the previous Country Implementation Plan (2016 – 2020), IEH & CBID initiative plans, Policies, thematic strategic plans, county integrated development plans, disability and human rights frameworks among others.

3.0 SPECIFIC OBJECTIVESAND EXPECTED RESULTS

The specific objectives of the situational analysis include but is not limited to the following:

  1. Document the extent to which the CBM Country Implementation Plan 2016 – 2020 achieved its objectives, challenges faced and lessons learnt.
  2. Undertake analysis for Political, Economic, Socio-cultural, Technological, Legal and Environmental (PESTLE); and Strengths, Weaknesses, Opportunities and Threats (SWOT) in relation to impactful delivery of CBM’s initiatives on Inclusive Eye Health (IEH) and Community Based Inclusive Development (CBID).
  3. Conduct Safety, Security and Risk assessment and identify appropriate mitigation strategies.
  4. Ascertain donor landscape and funding priorities in the country and in particular funding opportunities towards disability that is key for growth opportunities for IEH and CBID in Kenya.
  5. Analyze government (national and county) programmes and financing towards disability related interventions across the various sectors e.g health, national hospital insurance fund, education, social protection, taxation e.t.c including opportunities for synergies with CBM supported work and related challenges.
  6. Document main development and disability related actors and networks in the country including opportunities for Consortia towards big ticket grants.
  7. Through the systems strengthening lenses, document implementable recommendations grouped into five strategic objectives that shall inform CBM’s Kenya Country Strategic Plan (CSP).

The expected results of the assignment are:

  1. A succinct and comprehensive Country Situational Analysis Report in a mutually agreed upon format.
  2. Draft Country Strategic Plan 2022 – 2027 with tracked input.

4.0 deliverables, methodology, timeframe and duration

4.1 Deliverables

Key deliverables for the assignment are outlined below

  1. Inception Report: This is to detail the overall approach and methodology for the country situational analysis that will include the methodology, sampling framework, stakeholder analysis, data collection, data analysis, work plan and tools. CBM will review the inception report and tools before data collection.
  2. Data Collection and Analysis: Using agreed upon tools, the consultant is expected to lead and participate in consultations with identified internal and external stakeholders using qualitative and quantitative methods. These will include but not limited to government line ministries and agencies, relevant technical working groups and networks, like minded NGOs, organizations of persons with disabilities, UN agencies, community representative among others.
  3. Draft Country Situational Analysis Report: The consultant shall submit a draft report of the country situational analysis for review/feedback/input by CBM. The required structure and outline of the inception report will be discussed and agreed upon with the successful consultant.
  4. PowerPoint Presentation: The consultant will present key findings and recommendations of the country situational analysis in PowerPoint (max 30 slides) during stakeholders’ forum for validation. The draft full report would have been shared upfront for pre-reading.
  5. Final Country Situational Analysis Report: The consultant shall submit the final report in a mutually agreed upon format after incorporating feedback/input from internal and external stakeholders.
  6. Provide input into Draft Country Strategic Plan: The Consultant shall provide professional and technical review of the draft CSP developed by the Country Office team ensuring alignment with the SA findings and recommendations.

The consultant(s) will report to the CBM Kenya Country Office Programme Manager on day-to-day operations and will work under the overall oversight of the Country Director.

4.2 Methodology

The consultant is expected to comprehensively outline and describe best-fit methodology and framework for the situational analysis as well as how the insights and findings will feed into the Country Strategic Plan.

4.3 Timeframe and Duration

The assignment will take a maximum of 26 days presented as below. A detailed work plan shall be developed by the successful candidate/firm.

5.0 Location of service delivery

The consultant will primarily work with CBM Kenya Country Office staff, implementing partners, stakeholders and beneficiaries. CBM Kenya Country Office is located in Westlands area along Ring Road Parklands, Nairobi. The consultant will also be expected to travel and meet partners/stakeholders. The travel plan shall be agreed upon in consultation with the Country Office.

6.0 REQUIRED EXPERT(s) PROFILE

  1. A recognized University Degree in Development Studies, Disability studies, Public Health or related social sciences (Masters or Doctorate level is added advantage).
  2. Minimum of 5-10 years’ experience in conducting research studies, strategic planning and programme development – preferably in disability inclusive development and or systems strengthening.
  3. Strong interpersonal and communication skills including experience of working within multi-cultural teams in public or private sector.
  4. Demonstrated high level of professionalism and ability to work independently and deliver results under tight deadlines.
  5. Demonstrated hands-on experience in undertaking similar assignments for non-for-profit organizations in Kenya or Sub-Saharan Africa. Evidence of the said assignments done in the past five years shall be required to be provided.
  6. Context knowledge on eye health and community based inclusive development in Kenya is highly desirable.
  7. Strong report writing and presentation skills a requisite.
  8. Fluency in English and Kiswahili languages.

7.0 Application package and procedure

1.Technical Proposal: A maximum of 12 pages detailing understanding of the assignment, technical capacity, relevant past experience, methodology, work plan, and budget plan. Note: The budget plan should include daily rate for consultancy fees (inclusive of taxes), total man-days required to complete the assignment, and an indication of related logistics / operational costs.

2**. Resume**: Maximum of 3 pages including at least 3 referees- e-mails, phone numbers and work done for them.

3. Samples of Previous/Similar Assignments: At least one or more samples of country Situational Analysis Reports (or related work) done by the lead consultant as well as other team members.
