Context

The French Red Cross is returning to Palestine for the first time since 2009 after recently obtaining funding from the Agence Francaise de Développement (AFD) for a five-year project.

The project consists of supporting the strategic and programmatic development of Ibn Sina College of Health Sciences in Nablus, Palestine, through the redesign of the curricular to adapt it to international LMD standards, digitalization, modernization of simulations labs and creation of a continuous training center, a research Lab and PGI action plan. The French Red Cross will work in collaboration with the University of Montreal, the Palestinian Red Crescent Society and the Palestinian Ministries of Higher Education and Health.

Located in the West Bank, Ibn Sina College currently welcomes 300 students and has the ambition to become a “leading college in nursing and midwifery, both locally and internationally, adopting the principles of lifelong learning for its students and health personnel, through curricula based on competencies, skills and practises based on scientific evidence”. Another component of the project includes the construction of a new school to welcome Ibn Sina College students; this part is managed by AFD directly.

The project will begin in October 2022.

Position

RESPONSIBILITIES

Under the supervision of the Head of zone for the Middle East, the Country representation / Program Coordinator

will be in charge of FRC teams and actions, especially:

A- Installation

● Installs the FRC office in country

● Oversees the general organization of the mission

● Represents and coordinates the FRC’s actions with the other partners of the Red Cross movement and other

partners and actors on the ground

● Organizes assessment missions (initial situation diagnosis) to analyze humanitarian needs, in collaboration

with the National Society

B- Project implementation and reporting

● Ensures that all activities of the project are implemented

● Coordinates between different partners in and outside the country

● Ensures that work meets sustainability requirements and that established norms and standards

● Ensures the respect of FRC procedures and liability to the donor

● Organizes steering committees with all the partners and AFD

● Respects reporting deadlines and ensures effective communication to the donor

C- Strategy

● Contributes to a program strategy taking into account the FRC strategy and the country context;

● Negotiates strategic options and issues with the National Society, headquarters and external actors;

● Conducts and oversees fundraising;

● Implements and develops a positive working partnerships with the Palestinian Red Crescent (PRCS), Partner National Societies (PNS) and the ICRC in country;

● Identifies potential partnerships that could be established in the country;

D- Communication and Representation

● represents the FRC to the Palestinian Red Crescent Society

● represents the FRC to other components of the Red Cross and Red Crescent Movement

● represents the FRC to local authorities and other humanitarian actors in the country

● represents the FRC to donors and other stakeholders (when needed)

E- Management of resources:

● Supervises human resources, finance, budgetary and technical resources which are under the direct responsibility of the support coordinator

● Oversees the set-up of policies, procedures, regulations of HR management (recruitments, work conditions, salary, code of conduct, contract termination procedures) in cooperation with the financial and administrative coordinator

● Makes decisions regarding human resources in collaboration with the financial and administrative coordinator and the headquarters

F- Coordination

● Oversees the general organization of all FRC department (support and programs)

● Catalyzes the programs development and implementation

● Ensures the balance of budgets with objectives and activities set in collaboration with the Desk.

G- Security

● Monitors the evolution of the security context, and follows the ICRC guidelines

● Ensures that daily implementation of security is shared with, understood and implemented by the team

● Informs the HQ of the security situation key elements

● Links with PRCS on analysis and key events

Candidate profile

Educational background and experiences:

● graduate or post-graduate degree in relevant field

● work experience in a similar position

● previous experience with the RC & RC Movement compulsory

⮚ Professional skills:

● strong communication, analysis and reporting skills

● management qualities

● substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action

● extensive knowledge and experience of project planning and budget holding, proposal and report writing

● advanced proficiency in English mandatory (oral and written)

● Arabic would be a strong asset
