ICEI is looking for a Country Representative for Mozambique to be included in the Foreign Projects Area, who will be in charge of institutional relations and ICEI’s strategic development in the Region. The Country Representative is in charge of implementing, updating and coordinating ICEI’s strategy in the country. He/She supervises and collaborates in the management of active projects, coordinating the expatriate staff in the various offices. He/She ensures the strategic development of ICEI in Mozambique and in the Region, and acts as a liaison between the Country Office and the Italy office.

  1. Functions and responsibilities

Programming

  • Develops a two-year country (and regional) strategy and submits it to the Director for review and approval
  • It defines the annual planning of his/her activities (management, design, etc.) for the geographical area of reference based on the objectives and targets set for the year, in line with the organisation’s geographical priorities and strategy
  • Plans, at the beginning of each year, the overall planning of the geographical area of reference and updates it periodically, taking into account the calls already known and documenting the programming of the various donors, in order to plan lines/topics/countries of interest in advance
  • Collects from Project Managers (PMs) and monitors the financial planning of projects under its responsibility
  • Defines the annual planning of communication/advocacy activities, in coordination with the PMs and the Communications Area of the head office in Italy

Design

  • Monitors and pre-selects calls/tenders of interest, prepares or supports the preparation of an outline project idea by identifying topic, country, possible partners and strategic innovation elements
  • Plans the timeline of the design phase, identifying and distributing tasks with the design support team and periodically monitors progress with time for sharing with the team
  • Identifies possible project partners (local and international ones), follows the context and needs analysis, the data collection and analysis, and develops the Logical Framework (according to the Theory of Change approach, ToC), drafts the project forms and the budget, prepares the necessary formal documents
  • Ensures – in coordination with the thematic area coordinator – that the project strategy and the system of indicators and project outcomes are based on the organisation’s ToC and donor priorities
  • Liaises with head office in Communication Officer to bring the institutional communication strategy into the project (actions, objectives and costs)

Operational management and monitoring

  • Implements the country strategy and supports PMs to the same end
  • Ensures compliance with quality standards in the implementation of initiatives (also with regard to partners)
  • Supports PMs in project management with appropriate management tools
  • Supervises and periodically checks the progress of projects and the results of monitoring by PMs
  • Checks the quality of and integrates narrative reports prepared by its PMs to be presented to donors
  • Regularly coordinates with partners for the organisation of activities, missions, consultancy etc., with the support of the Operational Project Officer
  • Periodically coordinates with the Communication Area for the realisation of communication activities related to the projects within its competence

Administrative and financial management

  • Knows and keeps up-to-date on contracts with donors and related procedures
  • Verify that PMs, in project management:

– correctly apply the contracts with donors and related procedures for both ICEI direct management components and project partners’ ones

– carry out proper management control of projects (e.g. monitoring and control of consistency between project and budget execution, control of deviations between the budget estimate and the periodic reports, detection of deviations and implementation of appropriate corrections in progress, co-financing quotas, project closure accounts), taking corrective actions where necessary (variants, extensions, etc.)

  • Is responsible for the correct application of the project management and procurement procedures, and of any other internal administrative procedures adopted, with regard to timing, deadlines, controls, flows and periodic activities, for him/herself and for the PMs of his/her reference

Coordination

  • Co-ordinates the project partnership and supports PMs in managing relations with project partners
  • Establishes and implements coordination mechanisms with supervised human resources

Representation

  • Represents ICEI in the Region
  • Participates in networks/forums/coordination meetings in which the NGO is involved and keeps up-to-date and is in contact with Italian and European diplomatic representations in the Country/Region
  • Keeps abreast of and monitors the socio-political situation in the countries of reference through direct channels (e.g. coordination tables and staff on site) and indirect channels (e.g. media and websites), and is in contact with the Italian and European diplomatic representations on site.
  • Oversees the application of local regulations and monitors the correct application of the ICEI country security protocol and ethical code
  • Acts as a focal point for donors on site

Fundraising, Advocacy and Networking

  • Activates and develops contacts on which to build project and strategic partnerships with a view to continuously improving ICEI’s positioning
  • Develops, in collaboration with the Communication, Advocacy and Fundraising area, and implements an institutional fundraising strategy on site through scouting, institutional relations with donors, contact making, engagement of new potential donors, both public and private, and nurturing of existing ones, with a view to consolidating ICEI’s strategy in the country
  • Identifies strategic networks for ICEI and actively develops participation in these networks

Human resources management

  • Selects the staff under his/her direct responsibility and supports PMs in the selection and management of their resources where necessary
  • Participates in the selection of PMs for projects within his/her competence
  • Defines the annual human resources objectives of his/her geographical area of reference and periodically verifies their achievement

  • Relational and networking skills with all levels of stakeholders
  • Analysis and strategic vision skills
  • Expertise in writing high quality project proposals
  • Excellent knowledge of rules and procedures of major national and international development donors
  • Expertise in one or more of the following areas/topics: Sustainable agriculture, agroforestry, Responsible tourism, Environment, Climate change, Carbon market and finance
  • Scouting and planning for international public and private donors
  • Leadership, coordination, management and delegation skills
  • Excellent knowledge (at least C1) of Italian, English and Portuguese languages
  • Team work – ability to coordinate work and liaise with local staff
  • Ability to work under stressful conditions
  • Conflict management skills
  • Excellent communication skills, both formal and informal

Titles and work experience

  • Master’s degree or equivalent in disciplines such as International Relations, Economics, Environmental Sciences, Agriculture or equivalent, obtained for at least 5 years
  • Working experience in development cooperation projects and programmes, in NGOs or international agencies, of at least 5 years
  • Previous work experience in Africa, particularly in Mozambique, will be an asset
