Chemonics seeks a Country/Regional Directors for the anticipated USAID Advancing Commerce, Connectivity, and Exports Leading to Economic Readiness for Accession to the EU (ACCELERATE) Activity. The purpose of the ACCELERATE Activity is to support the advancement of European Union (EU) market integration and accession for focus countries in the Europe & Eurasia region. Activities can include partners and implement activities in the following countries: Albania, Serbia, North Macedonia, Bosnia and Herzegovina, Kosovo, Georgia, Ukraine, Armenia, Azerbaijan, Moldova, and Montenegro. Activities may also include partners from Belarus. The program will include a budget of up to $30 million for regional interventions and an additional $50 million to respond to new opportunities or country-specific buy-ins.

Chemonics anticipates having multiple country or regional offices for ACCELERATE, dependent on the implementation guidelines in the solicitation. The Country/Regional Director will serve as the technical and administrative head of and individual office, ensuring overarching activity implementation is properly tailored to the local context. The Country/Regional Director provides quality control for regional and national level project deliverables and ensures that activities are delivered effectively and efficiently. They will report directly to the Chief of Party.

The location of these positions are dependent on the solicitation, but we anticipate hiring multiple candidates to cover several countries/regions. Please indicate which country you prefer to be based out of and if you are open to placement in other countries. Responsibilities Include:

  • Provide direction, leadership, and management of the country/region’s program implementation and ensure project technical assistance is high quality, technically sound, and appropriate.
  • Ensure quality control and the overall responsiveness of technical assistance is aligned with overarching contract requirements and objectives while being responsive to country/regional contexts, including making necessary adjustments to operations to match USAID and country requirements.
  • Assist the COP with strategic work planning, performance management, strategic communications, contractual and budgetary aspects of program management, and timely preparation of the annual implementation plan.
  • Manage productive working relations with relevant government counterparts and entities and maintain effective coordination with other donor and international organizations’ activities and programs in the economic growth sector.
  • Collaborate with other ACCELERATE country/regional offices and/or the leadership team to further project objectives.
  • Establish an inclusive office environment that encourages integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures.
  • Supervise the office’s technical and administrative project staff, consultants, and partner organizations to achieve expected results.
  • Ensure compliance with USAID, U.S. government, and local laws, regulations, policies, and procedures.

Qualifications

  • University degree (bachelor or higher) in business administration, economics, international development, or a related field.
  • At least 7 years of relevant professional experience in economic growth, trade facilitation, and business enabling environment activities that showcases increasing managerial responsibility.
  • Minimum of 3 years of experience leading international donor-supported programs focused on economic growth; USAID experience preferred.
  • Prior experience on EU accession projects preferred.
  • Knowledge of specific country/regional context of EU accession and economic concerns
  • Demonstrated supervisory work experience including supervision of technical teams and subcontractors to effectively respond to complex assignments.
  • Experience working with a range of program partners, including government agencies, the private sector, and associations.
  • Strong interpersonal, analytical, and problem-solving skills, and exceptional oral and written communication skills.
  • Prior work experience in Europe and Eurasia, particularly the focus country/region, preferred.
  • Fluency in English required, fluency in regional language preferred.
