A unique opportunity to ensure humanitarian impact for vulnerable people in South Sudan

The development indicators for South Sudan are amongst the lowest in the world. Lack of basic services, unequal resource distribution, intercommunal competition over resources continue to drive conflict, violence and displacement in the local communities in the country.

DRC has had an established presence in South Sudan since 2006 with a well-functioning partnership with South Sudan Red Cross (SSRC) and a key thematic focus on Disaster Response and Management, Integrated Community Resilience, the nexus between humanitarian and development focus and Psychosocial Support. Our 2023-turnover is expected to be approximately 25M DKK with 4 delegates under the direct supervision of the Country Manager.

DRC has the lead on dialogue with EU among the Red Cross Red Crescent partnering National Societies. Key focus areas of the incoming Country Manager are to ensure financial sustainability as well as partnership and programmatic strengthening of the DRC engagement in South Sudan.

Your tasks

The Country Manager is overall responsible for ensuring that the DRC supported country programmes and partnerships are implemented in line with the DRC International Strategy and country strategy, Red Cross Red Crescent Standard Operational Procedures, as well as donor requirements and guidelines.

The Country Manager will be responsible for:

  • Strategic direction of DRC engagement in the country in alignment with DRC and SSRC strategic priorities
  • Lead and implement the scale up of the DRC country engagement in South Sudan, including operationalisation of the fundraising strategy
  • Lead on DRC’s commitment towards strengthened Movement collaboration in South Sudan
  • Operationalising and implementing organisational priorities in country
  • Overall management and development of DRC supported portfolio in the country
  • Overall country budget responsibility
  • Represent DRC and develop partnerships with SSRC; ICRC, IFRC, PNSs and other in-country partners and stakeholders
  • Lead and manage the DRC team of delegates, including security

The position requires leadership, management, coordination, representation and programme/technical assistance to DRC in-country delegates and SSRC. This will include areas of formulation, implementation, and overall supervision, monitoring and evaluation of various projects, initiative and actions, as well as further development of the partnership and country programme.

Your profile

  • Minimum of 5 years relevant experience in working with humanitarian organisations in developing, emergency and post-emergency countries.
  • Proven expertise with team leading and staff management
  • Competence within project cycle and financial management
  • Experience with leading or being part of consortia an advantage
  • Fundraising competences
  • Master’s Degree in international development or other relevant educational background
  • Experience of working in Africa as well as experience from the Red Cross Red Crescent Movement
  • Expertise in security management is an asset
  • Experience in working with EU funding instruments, in particular, DEVCO and ECHO, is an asset
  • Technical knowledge and experience in implementation with participatory methods
  • Good analytical skills and confident self-management in situations of stress
  • Excellent communication, coordination, networking and facilitation skills
  • Excellent English speaking and writing skills
  • Full proficiency in Microsoft Office and in possession of a valid international driving license
