Background

75 years ago, a small group of Americans sent the world’s first CARE package on a ship across the Atlantic Ocean. They refused to stand on the sidelines while millions of Europeans faced starvation. Much has changed since World War II but CARE’s commitment to helping people has not.

Today CARE is a leader in humanitarian work and global development. Care staff strengthen health in Honduras. Advance gender equity in Ethiopia. Reduce poverty in Pakistan. Mitigate climate change in Cote d’Ivoire.

With an annual budget of $800 million and a global team of 8,100, CARE works in nearly 100 countries around the world to save lives, defeat poverty and achieve social justice.

Yemen

CARE has worked in Yemen since 1992. Three decades of experience there has taught us that tackling poverty requires programs that meet basic needs and basic rights.

Yemen is one of the largest humanitarian crises in the world. Nearly 7 years into this conflict, two-thirds of the people in Yemen rely on emergency assistance. They do not have enough food, adequate education or job opportunities, or shelter. Many have access to only a glass of water a day.

For 30 years, CARE has helped the people of Yemen. We provide vouchers for food and cash assistance, safe drinking water and hygiene kits. We rehabilitate schools and provide materials and teacher training. We lead vocational training programs for women and help them learn about savings and start small businesses. And we train midwives to provide primary and reproductive healthcare.

The Opportunity

We’re looking for a Captain of our ship in Yemen. Someone who can manage a crew of over 400 full time employees, 1700 contractors, consultants and volunteers and an annual budget of $70 million. Open doors to new partners and strengthen relationships with existing ones. Serve as CARE’s biggest ambassador in Yemen. Secure funds to steer our ship into new waters. More specifically, we need you to:

Drive strategy. Develop the blueprint to guide CARE’s work in Yemen and help shape the MENA regional strategy.

Lead the team. Guide a staff of 400 program managers, operations experts, and technology gurus spread out among 14 offices.

Promote CARE. Maintain strong relationships with government, partners and donors, such as the USAID, OFDA, and The World Bank.

Grow the portfolio. Work with business development staff to identify, track and coordinate responses to funding opportunities. Develop partnerships that lead to new funding.

Make sure we play by the rules. Serve as our chief compliance officer in Yemen. Ensure that we are ethical and efficient, that we have the procedures in place to be strong stewards of donor funding.

Lead with integrity. Create a positive and productive workplace. One that values hard work, feedback and continuous improvement, diversity, inclusion and a strong commitment to CARE.

Your Background

Humanitarian leader. You have at least 12 years’ experience leading humanitarian programs, managing people, budgets and working in global companies or international NGOs. You have masters degree International Development or other relevant post-graduate degree. You are fluent in English and proficient or fluent in Arabic.

Committed to gender equity – You are an advocate for women and girls. You’ve worked on education, humanitarian, or development programs that advance gender equity.

Natural fundraiser. You have experience identifying business opportunities for health organizations or securing funds from foundations and institutional donors like USAID, OFDA, the EU, and The Gates Foundation

Collaborative manager. You are able to inspire a shared vision and motivate a country-wide team. You’ve managed an annual budget of at least $20 million and regional or country-wide teams of 200+.

A natural connector. You are able to build and sustain relationships with government ministries and nongovernmental organizations (NGOs). You are able to identify new donors and partners to work with us. You can spot trends and keep the CARE regional executive team informed about gender, development and health needs and opportunities in Yemen.

A strategist . You are a quick thinker, laser focused and clear decision maker. You have a strong interest in private-sector approaches to development and a proven ability to produce results. You can apply what you learn in your country to other countries CARE works in.
