Background

Plan places a specific focus on girls and women, who are most often left behind. Plan have been building powerful partnerships for children for more than 80 years, and are now active in more than 70 countries. Plan International Jordan was established in 2016 and has programmes in Azraq refugee camp and host communities.

Projects background:

Plan International Jordan is looking for a Youth advocacy Consultant and Trainer to support two PIJO projects (Najahna and She Leads):

  1. Najahna is a 5-year youth empowerment program (2022-2026) funded by Novo Nordisk Foundation. The project aims to complement JRP’s top priority, which is to strengthen systems to protect the dignity and welfare of Syrian refugees and vulnerable Jordanians impacted by the Syrian crisis. By doing this, the project will support Jordan’s enduring commitment to continue to build an integrated multi-year framework to respond to the Syrian crisis in a transparent, collaborative, and sustainable manner in line with the Global Compact on Refugees framework.
  2. She Leads is another 5-years project designed to contribute to the institutionalization of meaningful participation with influence of the Girls and Young Women (GYW) in both formal and informal institutions. The aim is to realize the development goals and the gender-focused commitments of Jordan, including UN’s Sustainable Development Goal 5: “achieving gender equality and empowering all women and girls.” Therefore, though She Leads, Plan International’s work is focused on ensuring inclusivity by offering GYW the ability to participate in a diverse environment regardless of their (religion, nationality, ethnicity, colour, etc.).The specific objectives of the projects are to: 1) promote positive social norms in Jordan to unlock girls’ and young women’s potential, 2) enable the civil society in Jordan to implement gender-sensitive programming and promote meaningful participation of GYW, and 3) To support the national legislative environment to adopt a gender-sensitive approach by 2025.

Purpose of the assignment:

  1. Najahna program:

The aim of the Najahna program is to raise awareness and support for young Syrian refugees and other conflict-affected youth, particularly adolescent girls and young women, in obtaining secondary education, employable skills, and entering the job market, while also creating and sustaining a safe environment in which they can thrive.

The main objectives for this consultancy are to:

  • Identify priorities for increasing awareness and support in acquiring secondary school education, employable skills and those entering the job market while challenging social norms with the national context.
  • Fill in any information gaps through the advocacy campaign and by development of the existing youth-led advocacy training package and policy briefs.
  • Extract and produce advocacy messages that address positive and negative gender norms within the society that might have an impact on active youth participation in the labour market, at the national level etc.
  • To provide a training of trainers based on the developed Plan’s advocacy manual for the selected beneficiaries under Najahna project.

She Leads program:

Under She leads program, Plan International Jordan is looking for a master trainer to conduct a Training of Trainers (ToT) under She Leads project to provide “hands-on” tactical and strategic thinking tools to design and implement advocacy actions and activities through each partner’s related advocacy interventions in a number of key human rights areas related to advocacy, policy, and influencing, social change and community mobilization.

The main objectives for this consultancy are to:

  • Extract a training package from the existing Plan’s international advocacy manual with a follow up plan to ensure the sustainability of our advocacy efforts.
  • Provide a training of trainers based on Plan’s advocacy manual for the selected beneficiaries under She Leads project.
  • Enhance the knowledge of participants on the methodologies and tactics utilized to ensure social change, as well as highlighting contextual and practical real-world applications to improve/alleviate girls and young women’s rights at outcomes three levels: socio-cultural and communities’ level, civil society organizations and their collective actions and lastly on formal and informal institutional level.
  • Support program’s strategic partners (INGOs, national institutions, CSOs and GYW led collective actions and organizations) in identifying and understanding core and essential issues that GYW face in their lives.
  • Contribute to establishing a pool of trainers through civil society organizations to structurally advance GYW’s rights through institutional actions/ activities.

ACCOUNTABILITIEs

Under direct supervision of Najahna Senior PM and She Leads PM, and with support from Plan communication and technical teams, the consultant will assume the following tasks:

  • Develop a work plan that includes a timeline of activities, required resources, and a capacity building plan for the targeted beneficiaries.
  • Develop a training package for Plan’s international advocacy manual.
  • Mapping the interested relevant advocacy actors such as: media personnel, influencers and CSO ‘s who can support youth.
  • Develop youth-led advocacy training package on volunteering, initiatives, advocacy initiatives, and innovation advocacy acts including (multimedia/social media-based activities) and soft skills: Negotiating, compromising, coming up with strong arguments, influencing, collaboration and building alliances are all important skills that can help achieve advocacy goals at any level.
  • Train the projects participants (including 25 CBOs, youth core groups and Scouts leaders) on the developed advocacy manual and training package.
  • Assist the aforementioned trainees in creating and implementing advocacy campaigns.
  • Design an explicit, straight to the point, and gender sensitive messages that are aligned with Plan’s strategy and national advocacy policies.
  • Undertake any other relevant tasks that are deemed necessary by Plan’s team in order to support gender responsive and adopted advocacy approach within the program.

The consultant will be responsible for conducting a comprehensive desk review that includes the national context and top priorities for increasing awareness and support for young Syrian refugees and other conflict-affected youth, especially adolescent girls and young women, in acquiring secondary school education, employable skills and those entering the job market while focusing on combatting harmful social norms. The consultant shall conduct qualitative data collection to fill the information gaps and create gender sensitive messaging through FGDs and interviews with all relevant partners for the revision and development of the youth led advocacy campaign. Upon finalization of the data collection, the consultant shall build upon the existing advocacy manual based on the findings and develop training package, key messages and follow up plan for the advocacy campaign.

Methodology

  • The proposed methodology should include a thorough Desk review; to scan all existing material related to the assignment within the national context.
  • The methodology section should cover details of study design and approaches, sampling, sample size determination, data collection methods/instruments, and data analysis techniques.
  • Qualitative data collection; including FGDs and KIIs with a sample of the youth and Girls and young women to identify their needs, interests and concerns in both education, protection sectors and employment domain.
  • The data collection and analysis shall focus on key concepts; increasing youth engagement in their community, raising youth awareness and understanding of their rights as citizens and accountability as a rights holder.

2. One training report in English on the youth core group training, including but not limited to: training purpose, methodology, approach, pre-post analysis, recommendations.

3. One report in English upon the finalization of youth core groups campaigns on the highlights of their advocacy campaign, purpose and impact and sustainability recommendations.

  2. One report in English drafted on Scouts training which highlights training overview including but not limited to: training purpose, methodology, approach, pre-post analysis, recommendations.
  3. Two reports (CBOs and scouts) that highlights their advocacy campaign, purpose and impact and sustainability recommendations.

Technical expertise, skills and knowledge

  • Advanced degree in Gender Studies, Human Rights, Social Sciences, Development or other related fields.
  • Over 8 years of professional experience in advocacy, including policy analysis and research in a similar context.
  • Proven strong qualitative research skills with excellent writing abilities.
  • Proven experience in conducting training packages and manuals in Jordan on Advocacy topics.
  • Has carried out at least two similar consultancy contracts around the same core subject areas.
  • Adequate exposure and experience to similar areas of human rights, GYW and child rights programming.
  • Fluency in Arabic and English.
  • Excellent reporting and writing skills.
  • Outstanding communication skills at all levels.
  • Proficiency in Microsoft Office applications including Excel and Word and ability to use information technology as a tool and resource.
  • Commitment to Plan’s key policies mainly the Gender Equality and Inclusion and Data Privacy policies.

Specific conditions:

  • Accommodation and transportation for the Consultant will not be covered by Plan International.
  • Plan International Safety and security training package should be strictly followed throughout the activity;
  • Plan international reserve the copy rights of all the developed materials under this consultancy.

ethical and child protection considerations

The consultant is required to provide a statement on the respect and protection of child rights, human rights and dignity of participants compliant with Plan’s Child Protection Policy and Gender Equality & Inclusion Policy. The consultant shall read and sign Plan’s code of conduct as fully understood and in agreement to in all respects and shall follow this in all and every aspect during the term of this employment. The consultant must follow Ethical Principles in a research and obtain written/verbal consent from the targeted populations.

  • The technical proposal should attach the following: profile of the consultant (max 1 page) explaining why they are the most suitable for the work, relevant experience (max 1 page), at least 3 references, detailed methodology and conceptual framework with expected deliverables and timelines, days required (3-5 pages) and updated CV’s.
  • The financial proposal shall specify a total lump sum amount. Payments will be made in instalments based upon key outputs, i.e. upon delivery of the services specified in the TOR.
  • Only short-listed candidates will be contacted. The interview process for shortlisted candidates will take place in January 2023.
  • Evaluation: The weighted scores will be 70% for the technical proposal and 30% for the financial offer.
