A. Project Title

Parliamentarians promote counter-narratives to hate towards migrants and refugees

B. Background

According to the UN Secretary General the pandemic has “unleash[ed] a tsunami of hate and xenophobia, scapegoating and scare-mongering.” In Southeast Asia, countries like Malaysia and Singapore have experienced widespread campaigns of hate against Rohingya refugees and migrant workers.

Mainstream political leaders – such as parliamentarians – and the media play an important role in the construction of narratives on migration. Political narratives that emphasise the positive role of migrant workers in society and economies have proven to be successful in limiting the rise and influence of negative migration narratives.

Parliamentarians have a unique public platform through their access to their constituents, and to traditional media, as well as their online presence, and therefore can influence political narratives, and ultimately migration policies.

C. Scope of Work

APHR is looking for a consultant to draft a short, engaging, and clear toolkit for MPs on how to use and spread positive counter-narratives to hate speech towards migrants in Malaysia. The toolkit will be based on an audience survey and research that has been made available to APHR, as well as consultations with APHR members in Malaysia.

D. Expected Outputs and Deliverables

  • Inception meeting / 29 June 2022
  • First draft of toolkit / 17 July 2022
  • Second draft incorporating APHR’s feedback / 24 July 2022
  • Final draft ready for layout design / 30 July 2022

E. Institutional Arrangement

The consultant will report to APHR’s Executive Director who will provide him/her with all relevant background information and directions and will conduct reviews of the drafts.

F. Duration of Work

June 29-July 30 2022 (1 month)

G. Duty Station

Remote.

H. Qualification of the Successful Contractor

  • Previous experience in drafting engaging toolkits, pedagogical or advocacy reports;
  • Excellent writing skills for a wide audience;
  • Fluency, both oral and written, in English;
  • Capacity to write and work under short deadlines;
  • If possible previous work on counter-narratives or migrants rights in Southeast Asia (Malaysia a plus); and
  • Previous experience engaging parliamentarians
