WRS Kurdistan Team are looking for local qualified candidates for the position of “Contracts Specialist’ for one of the Oil clients in Erbil.

Purpose of the position

Contract Specialist of the is responsible for coordinating, in accordance with all corporate and statutory requirements pertaining to Contracts and Procurement, all applicable laws, regulations, and policies, the proper installation, implementation and utilization of Contracting and purchasing procedures.

Major Responsibilities

  • Receive Material / Service Request (Requisition) from Contract Holder (requesting unit).
  • Request suitable Approved Vendor List from AVL Team.
  • Prepare Tender Contract Strategy and get approval from Management to proceed.
  • Prepare ITT / RFQ Packages & issue to all AVL.
  • Follow up and receive Proposals within the Bid closing date.
  • Coordinate with Vendors & issue Technical Bulletin (or) Technical Clarification if required.
  • Organize for Technical Bid Opening with Owner Representative & Contract Holder.
  • Prepare Technical Bid evaluation and obtain approval of the management.
  • Organize for opening of Commercial bids of technically qualified Vendors.
  • Prepare economic evaluation of Bids for approval of the Management.
  • Negotiate the Prices if permitted, Terms and Conditions as required.
  • Prepare Contract Award Recommendation for Management approval.
  • Prepare Contract documents and issue to selected Bidder.
  • Input and maintain all the data in ERP system at each stage.
  • Arrange “kick off meeting” with Contract Holder and Selected Bidder.

Required Qualifications

  • Graduates with Petroleum Engineering, Engineering, Business or related field.
  • Proficient in Kurdish & English Language (Fluent in Reading, speaking, writing and Business Correspondence acumen is must).
  • Very good computer knowledge (MS Word, MS Excel and MS PowerPoint, Adobe, any ERP Product).
  • 3-5 years’ experience in Oil & Gas sector or in Tender/Contracts Department or elsewhere in engineering department
