Overview of position:

  • The Contracts Management Officer position is within the Engineering & Facilities Management Section (EFMS), within Service Delivery Management (SDM).

Role objectives:
Under the direct supervision of the Resident Contract Manager in the engineering section, the consultant will be required to perform tasks assigned in connection to effective implementation of contracts & contracting activities within engineering section, with the aim of ensuring proper performance of obligations by our client’s contractors & mission proponents. Within delegated authority, the Contracts Management Officer will be responsible for the following duties (note that duties are generic & may not be performed by all Contracts Management Officers):

  • Plays a pivotal role in the development & implementation of operational plans, Standard Operating Procedures (SOPs), initiatives & projects relating to contract compliance & performance management.
  • Oversees the procurement process by providing input to statement of works / requirements including articulation of performance standards & Key Performance Indicators (KPI’s), development of technical evaluation criteria, providing support if & when required on Local Committee on Contracts (LCC) presentations, provide assistance with evaluation of vendor proposals & guidance during contract formulation, drafting & negotiation.
  • Develops a quality assurance plan that provides a systematic & structured method for monitoring contract performance.
  • Participates in the development of contract risk assessments & risk management plans, including mitigating measures.
  • Develops contract compliance checklists & implementation plans.
  • Participates in the assessment of contractor performance, including providing advice & action to address instances of poor performance & / or non compliance on contractual obligations.
  • Conducts contract close out processes including identifying documentation, disseminating best practices & lessons learned & performing final contractor performance assessment.
  • Ensures the enforcement of UN contracts in consultation with mission technical units, procurement & UN headquarter stakeholders, as appropriate.
  • Liaises with other departments including the office of legal affairs, in relation to handling of claims & disputes, demanding specific performance, claiming against warranties & enforcing other contractual remedies.
  • Within the terms & conditions of the contract, works towards resolution of conflicts or performance issues arising during instances of poor performance & / or non compliance of contractual obligations.
  • Drafts relevant audit responses, as required.
  • Maintains EFMS electronic & hardcopy files & records to ensure proper accountability is maintained.
  • Performs other related duties as required.

Project reporting:

  • This role works under the supervisor (CLSS & / or Chief RU).

Key competencies:

  • Master’s Degree or equivalent in Business Administration, Public Administration, Engineering, law or related field is required or a Bachelors Degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the Masters Degree.
  • At minimum of 5 years of progressively responsible experience in supply chain, project / contract management, logistics support & / or procurement of global service contracts is required.
  • Experience in managing support services of international peacekeeping or military operations is highly desirable.
  • Knowledge of the UN rules, regulations & working practices pertaining to field missions is advantageous.
  • English & French are the working languages of the United Nations (UN) Secretariat. For the positions advertised, fluency in either English or French languages is desired.
  • Demonstrates knowledge in the field of contract & / or project management, including knowledge of quality assurance, service & commodity contracts.
  • Has practical knowledge of management of service & commodity contracts in a field / decentralized operation.
  • Demonstrates fiscal awareness & responsibility & very good knowledge of UN financial regulations & rules.
  • Has ability to develop, maintain & supervise management control systems.
