Oxfam Consults is looking for Market-Based WASH (Water, Sanitation & Hygiene) Consultants for our External Consults Roster

Candidates selected to be included in the Oxfam Consults roster should satisfy the criteria outlined below. All the candidates must have demonstrable experience in providing consultancy services and working as freelancers.

The role, when deployed, will be to provide high-quality and specialist technical expertise to Oxfam Consults as outlined in an individual term of reference that is in line with Oxfam values.

Selected candidates will be offered a framework agreement (of up to two years) that offers a flexible scenario for managing assignments. It is expected that consultants working under this arrangement will provide services on a regular basis to Oxfam Consults as required on a case-by-case basis.

Selection for this roster does not constitute an employment offer and there is no guarantee of work.

Role description

The focus on market-based programming (MBP) is growing in the WASH sector and Oxfam Consults is seeking to build upon its capacity to deliver high quality MBP consulting services in three focus areas:

  • Delivering humanitarian WASH goods and services through market-sensitive modalities, including local procurement, cash, or vouchers,
  • Developing WASH-related livelihoods and sustainable business models for WASH services (e.g., pit emptying services, water system tariffs), and
  • Supporting and strengthening WASH-related markets to expand the availability and access to key WASH services (e.g., sanitation marketing).

Selected candidates will have experience in at least one of these focus areas, in addition to the core skills of market assessment, response analysis, design and implementation and monitoring.

SKILLS, EXPERIENCE AND KNOWLEDGE

Experience

Extensive experience in designing and delivering MBP for WASH programmes in at least one of the core focus areas. Relevant expertise in the WASH sector, as a specialist, technical advisor or in a WASH coordination role.

Essential

  • Extensive practical experience in planning, designing, and implementing market-based programming in at least one of the focus areas.
  • Proven track record providing WASH and MBP consultancy services for clients working in humanitarian or development contexts.
  • Practical experience in selecting and adapting markets assessment, analysis, and monitoring tools to fit context and programming requirements.
  • Understanding of the core considerations for WASH-related business model development.
  • Proven ability to design and undertake (demand and supply-side) market research.
  • Ability to form strong and mutually beneficial programme partnerships with private and public sector stakeholders.
  • Ability to liaise, and coordinate, with a variety of stakeholders, including donors, partner organisations, private sector, and government institutions.
  • Proven ability to effectively lead, and work within diverse and multi-sectoral teams.
  • Ability to produce and deliver high quality technical reports, proposals, briefs and presentations to a wide range of audiences in English (other languages desirable).
  • Excellent experience in capacity building, facilitation, and training for a variety of audiences.
  • Demonstrated experience of integrating gender, inclusion, and diversity issues in market-based programming.

Desirable

  • Experience of working in difficult contexts, and the ability to work to tight deadlines
  • Experience of delivering high-quality workshops, training sessions and meetings remotely
  • Working knowledge of another language, especially: Arabic, French, Portuguese, Russian or Spanish
