ABOUT THE ROLE

JOB TITLE: Consultant Project Manager Amnesty International West & Central Africa Regional Office

CONTRACT: 8 months maternity cover starting in July 2022

LOCATION: PreferablyAmnesty International’s West and Central Africa Regional Office (AIWCARO) based in Dakar, Senegal; other locations or home-based work could be considered with occasional travel to Dakar.

PROGRAMME : Strengthening mechanisms and resources to combat female genital mutilation (FGM) and child marriage in Burkina Faso, Senegal and Sierra Leone.

BACKGROUND

Amnesty International has secured a grant from the Foundation for a Just Society International (FJSI) to implement a three-year multi-country project (2020-2023) to combat FGM and child marriage in West Africa. It is a unique collaborative effort between four Amnesty International (AI) national sections (AI Burkina Faso, AI Sierra Leone, AI Senegal, and AI UK) coordinated by Amnesty International’s West and Central Africa Regional Office based in Dakar, Senegal, which is also home to the advertised role. The project aims to prevent and reduce rates of FGM and child marriage for girls in Burkina Faso, Senegal and Sierra Leone, through human rights education, awareness raising and advocacy with a view to bringing about attitudinal and behavioural change as well as legislative reform.

JOB PURPOSE

The purpose of this consultancy is to provide cover for the role of Project Manager for 8 months. The Project Manager ensures overall coordination of the aforementioned project and facilitates communication and collaboration between all stakeholders. The overall responsibilities of the role are listed below. However, it should be noted that the primary focus during the 8 months will be receiving and reviewing quarterly narrative and financial reports from the implementing national sections and regional office, consolidating them into one report (in English) and submitting them to AI UK which holds contractual responsibility for the grant. For this reason, the selected candidate will have a high standard of written English and strong project and financial management skills.

ABOUT YOU

MAIN RESPONSIBILITIES

Reporting

  • Ensure the timely submission of reports by the AI Sections and review them thoroughly.
  • Consolidate and submit accurate quarterly and annual narrative and financial reports in a high standard of English to AIUK.
  • Respond to and follow up any queries resulting from the reports within the agreed deadlines.

Monitoring and evaluation (M&E)

  • Monitor overall programme delivery and progress (activities, objectives, expenditure and risk) through regular communication, reporting, virtual project review meetings.
  • Ensure the documentation and capitalisation of resources and data generated by the programme.

Relationship, networking and other

  • Develop and consolidate strong relationships with technical staff within the International Secretariat and across the national sections in Burkina Faso, Senegal, Sierra Leone and the UK.
  • Ensure compliance with Amnesty International’s safeguarding and child protection policies and procedures.

SKILLS AND EXPERIENCE

  • Proven experience in the successful coordination of multi-year and multi-country programmes with high-value budgets, preferably focused on gender-based violence, FGM and/or child marriage.
  • General knowledge of the West Africa region, and specifically the countries covered.
  • Knowledge of programme/project cycle management concepts and tools.
  • Strong financial management skills; proven capacity in budgeting monitoring and financial reporting.
  • Proven experience in the timely preparation and submission of clear and concise reports.
  • Excellent verbal and written skills in English and French
  • High level of attention to detail and excellent organizational skills; ability to work autonomously.
  • Knowledge and experience of safeguarding and child protection standards and protocols.
  • Master’s degree or similar relevant expertise in a related subject (e.g. human rights, social sciences, gender studies, development studies…)
