Context:

The consultant shall be embedded as a core member of the Supply Chain Management (SCM) process area stream of the Business Transformation; the SCM Stream is responsible for delivering an end-to-end, fully-integrated (process and data models; across functions such as projects and finance) solution and associated data migration and change management support materials. The consultant shall be responsible for working with the SCM stream team members and related project teams and stakeholders and providing knowledge and advice on the best ways in which to use the Oracle Fusion Cloud ERP platform including the principal components Procurement, Supply Chain Execution, Self-service Procurement, Product Management, Product Data Hub, and Order Management. The consultant shall have responsibilities supporting SCM solution strategy, advisory, experimenting/prototyping, configuration, test strategy, and cutover preparation.

Project Context and Scope

The IOM Business Transformation aims to completely modernize the business methods, processes and technology solutions of IOM’s Support functions, principally project management, finance, budget and accounting, fund raising, human resources, supply chain, contracts, risk management, and other general services. The Supply Chain Management (SCM) stream is a critical part of this project to ensure that an integrated, end-to-end SCM set of processes and data model are delivered using modern best practice and minimizing the number of customizations required to the Oracle platform. The scope of SCM at IOM includes procurement planning, sourcing, contracting, “Req-to-Pay”, inventory management, physical asset management, and fleet management (the latter of which may be delivered through an integrated solution).

Organizational Department / Unit to which the Consultant is contributing:

The consultant shall work within the SCM process area stream of the Business Transformation unit. The consultant will work under the SCM Stream Lead but will have frequent direct interactions with the BT Programme Leadership team, including the members of the BT Design Authority, the technical integration, and data migration teams.

Core Functions / Responsibilities:

Tasks to be performed under this contract

  • Business Process Re-engineering. In close collaboration with business representatives, prepares the transition from “As is” into “To be” compliant model for key processes through:
  1. Use a “product-led” approach to advise the SCM stream members and SCM stakeholders (business process owner, subject matter experts and integrated stakeholders) on how IOM’s requirements can be fulfilled using Oracle Modern Best Practice and standard delivered functionality;
  2. Validation of developed key “To be” design requirements;
  3. Support the “gap closure” process to develop and analyze options for fulfilling requirements that may not be available “out of the box” with the Oracle platform.
  • Requirements and Functional Analysis. To produce ERP requirements specifications to document the behaviour expected by the system and information management needs, using standard or customized components.
  • Testing. To support the stream’s business analysts and Test team in all phases of the testing cycles. From developing test scenarios, scripts and cases to supervising UNFPA’s subject matter experts (SME) in testing activities. If the need arises, the incumbent will also step in and perform testing.
  • Training. Support the stream’s business analysts and Training team in the delivery of training materials by providing guidance to the team developing the material. Additionally, the consultant may be called upon to support end user training activities. In this regard, you must be able to instruct staff in the new solution configured for IOM.
  • Data Migration: The consultant will be assigned tasks to perform during these phases ranging from troubleshooting to resolving unexpected issues within the SCM and integrated process areas. A non-exhaustive list of such tasks contains: data quality analysis, data validation and creation of related tools, support to data migration mock load and analysis, definition of success criteria, etc.
  • Cutover, Go Live, and Post Go Live Support. The consultant may be assigned tasks to perform during these phases ranging from troubleshooting to resolving unexpected issues within the SCM and related process areas. Regardless of the task assigned you will be expected to demonstrate a willingness to work outside your professional comfort zone and deliver.
  • Building Relationships. Maintain and promote professional and cordial relationships with project stakeholders, sponsors, and interest groups.

Performance indicators for evaluation of results

  • Programme plan reviews and delivery of planned tasks;
  • Progress reports;
  • Documents to support the overall implementation including support for Solution Development Lifecycle (SDLC) checkpoints;
  • BT project deliverables as designated by the BT Leadership team and SCM Stream Lead.

Required Qualifications and Experience:

Education, experience and/or skills required

  • University degree in computer science, engineering, management of information systems or a related discipline covering your functional area;
  • At least 2 years of experience working in a similar consultative role on the related Oracle Cloud ERP modules;
  • At least 6 years of experience in ERP projects in the roles as defined above;

Experience

  • Business Analysis professional certification will be an asset;
  • Minimum 2 large-scale ERP projects performing a similar or higher project management role; with a strong preference for Cloud ERP implementation;
  • Deep knowledge and experience in Procurement and Logistics business domain, including procurement, sourcing, physical and financial inventory management, shipping, distribution, warehouse management
  • Work experience in the UN system (staff, contractor, or consultant) strongly desired;
  • Excellent command of written and spoken English.

Languages

IOM’s official languages are English, French, and Spanish.

For this consultancy, fluency in English is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

The project is based primarily in Geneva, Switzerland. This consultancy will be based in Valencia, Spain to ensure close collaboration with the Programme/Project Management process area and the technical integration team. Some travel may be required between Valencia and Geneva.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
