Background

In the aftermath of the devastating earthquakes which struck Southeastern Turkey, humanitarian needs remain dire in affected areas. Fondation Caritas Luxembourg (FCL) is providing funding for the emergency response implemented by one partner in Hatay province and looking to expand the response to address WASH and Shelter needs of earthquakes survivors living in Informal Tented Settlements (ITS).

Purpose and objective of the mission

FCL is seeking an Expert for a mid-term period consultancy on WASH and Shelter. The consultant will provide technical assistance and guidance to the partner in the relevant sectors.

The initial consultancy term is estimated at approximately 60 days over a six-month period with monthly field presence on operation sites and remote work support. The consultant may be based in any location for the remote work support.

Terms of reference:

FCL is seeking a competent international expert in WASH and Shelter to provide technical assistance and guidance that may consist of the following tasks but not exclusively:

  • Conduct initial needs assessments;
  • Define scope of work and intervention modalities;
  • Supervise and support partner response;
  • Develop partner guidelines, tools and methodology;
  • Provide tailor-made trainings training and draft curricula;
  • Develop monitoring and reporting against indicators;
  • Support reporting to the donors.

Profile of Consultant / Consultancy:

In order to undertake this study, we are looking for a consultant/ consultancy that has:

  • A strong experience in Shelter & WASH interventions and other similar assistance modalities in similar contexts (earthquake context experience will be an asset);
  • Expertise in infrastructure structural damages and earthquake damages;
  • Excellent oral and written English;
  • Good writing skills, tailored for a non-technical audience;
  • Humanitarian experience, or working on humanitarian projects/ contexts in previous assignments;
  • Previous experience with Caritas network will be considered an advantage;
  • No nationality restrictions on entry to Turkey.

Timeframe and deliverable

This assignment is expected to take place under the following conditions:

  • Mid-term duration: Six months assignment – extendable;
  • Maximum of 10 working days per month with average 5 working days in the field – Hatay, Turkey;
  • In Hatay, accommodation and office will be provided in partners’ compound;
  • Report and work planning will be provided on a monthly basis.
