Context:

Project Context and Scope

IOM’s Office of Ethics and Conduct (ECO) promotes a robust ethical culture at IOM based on the Organization’s shared core values. ECO works to promote and uphold the Organization’s values, including the highest standards of conduct and professionalism, in line with IOM’s Standards of Conduct and related policies. ECO provides impartial advice and counsel to the Organization and all IOM personnel about ethical issues and the Standards of Conduct.

Among other matters, ECO is responsible for implementing the Organization’s annual declaration of interest process targeting specific categories of staff. ECO seeks a Consultant to implement the annual yearly declaration process, assess the submitted disclosures for conflicts of interest or other concerns, and advise on mitigating measures as necessary to ensure compliance with IOM’s framework. In addition, in coordination with the ECO team, the Consultant would be asked to conduct research and benchmarking to identify areas of potential enhancement to the current declaration process, including potential expansion of the scope of required disclosures and/or categories of covered staff. Finally, the Consultant may be asked to assist with other conflict of interest matters and initiatives, including responses to routine requests for ECO advice.

Organizational Department / Unit to which the Consultant is contributing:

Under the Ethics and Conduct Office (ECO) the consultant will work under the supervision of the Head of Ethics and Conduct.

Core Functions / Responsibilities:

Tasks to be performed under this contract

Under the supervision of the Head of Ethics and Conduct, the incumbent will perform the following tasks:

  1. Conduct a comparative assessment of the Financial Disclosure policies of the UN and other international organizations, identifying potential enhancements and related resource implications for IOM.
  2. Draft and update policy documents and/or procedures for the yearly declaration process.
  3. Implement IOM’s annual declaration of interest process for the year 2023. In coordination with Regional Offices and other relevant units, identify concerned staff, circulate the applicable form, and collect submissions.
  4. Assess declarations of interest, identify potential conflicts of interest, and suggest mitigating measures.
  5. Monitor and update relevant databases, collect and analyze data, and produce relevant reports.
  6. Assist with other conflicts of interest matters and initiatives as needed, including responses to routine requests for ECO advice.

Required Qualifications and Experience:

Education

  • Master’s degree in law or a related field from an accredited academic institution with at least three years of relevant professional experience.

Experience/Skills

  • Experience in assessing declarations of conflicts of interest;
  • Experience with or knowledge of public international or non-governmental organizations comparable to IOM;
  • Proven experience in drafting reports and internal and external documents;
  • Experience in working in sensitive environments and with confidential information and processes.

Skills

  • Excellent computer literacy, especially database tools;
  • Excellent analytical, research, and drafting skills;
  • Demonstrated resourcefulness, initiative, and proactive approach;
  • Strong organizational skills;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

  • The appointment is subject to funding confirmation.
