Background

Funded by the U.S. Agency for International Development (USAID) and managed by FHI 360, the Meeting Targets and Epidemic Control (EpiC) Project is a global project with specific scopes of work in multiple countries related to HIV prevention, care, and treatment. In Thailand, EpiC focuses on interventions to reduce HIV transmission among men-who-have-sex-with-men (MSM), male sex workers (MSW), and transgender women (TGW) populations and to improve the quality of life of people living with HIV (PLHIV) in Thailand. EpiC also works to support sustainable alternative financing for key population-led health services by helping them to access funds available through the National Health Security Office (NHSO) and, more recently, to establish social enterprises that generate program income for them to channel back into their services.

Required Services

Consultant for EpiC Thailand partners is required to work closely with the EpiC Thailand team and one (1) implementing partner, to review, identify gaps, advise, and provide recommendations plans for overall operation and organization management, improvements, and effectiveness. Particularly, the consultant will provide technical assistance on human resource management including, but not limited to, staffing structure, salary scale, benefits, and career paths.

This particular implementing partner is based in Thailand and implemented EpiC Thailand project in Chiang Mai, Chiang Rai and Phitsanulok. This implementing partner organization has been expanding rapidly, in terms of areas of work, number of sites and staff; and therefore, is in need to review its current overall operation management, particularly, in human resources and staff capacity development.

Tasks and Deliverables:

  • Review current organization structure, including operations management (finance, human resources, and administrative functions) as well as current capacity and functions of each unit.
  • Review the organization’s internal policies such as on human resources, financial & grants management, procurement, confidentiality of documents and information, etc., and update as needed.
  • Identify gaps and areas for improving overall operation and management of the project as well as organizational management that can be addressed immediately.
  • Develop capacity development plan for staff.

Location of Work: Bangkok, Chiang Mai, Thailand or remotely in Thailand.

Period of performance: July 20 – September 30, 2022

Qualifications:

  1. Bachelor or Master’s degree or equivalent in public ministration, management, social sciences, management, or public health administration.
  2. Knowledge of USAID rules and regulations.
  3. Experience with NGOs or INGOs involving program implementation, and operation management, preferably, in HIV/AIDS prevention and care program or in managing and leading organization.
  4. Proven experience in program, operation and financial management and organization development, particularly, managing and providing leadership to HIV/AIDS or other public health programs in Thailand.
  5. Excellent written and spoken Thai and English.

Evaluation Criteria: Proposals will be evaluated in accordance with the following criteria:

  • Relevant experience: 35%
  • Proposed Approach: 30%
  • Total cost: 25%
  • References: 10%

  • Any relevant documents or articles led by the applicant
