OVERVIEW OF THE FUNCTIONS OF THE POST

BACKGROUND, OBJECTIVES AND JUSTIFICATION

Under the direct supervision of the Culture Unit Project Officer, the assigned consultant shall carry out a Case Studies in Cultural Heritage Sector through the Employment Intensive (EI) techniques.

The United Nations Educational, Scientific and Cultural Organization (UNESCO), and the International Labour Organization (ILO), have been implementing the project ‘’Support to livelihoods through cultural heritage development’’ in Jordan and Iraq since August 2019, in line with the Jordan Response Plan for the Syria Crisis 2017-2019 and 2020-2022, and the Iraq 3RP Regional Refugee and Resilience Plan 2017-2018 in Response to the Syria Crisis.

The project endeavours to improve self-reliance through access to immediate short-term decent employment opportunities for Syrians, Jordanians and Iraqis in the preservation and development of cultural heritage sites for tourism purposes in the northern districts of Jordan and Iraq, through the use of employment intensive approaches, and to set the basis for an enabling environment for entrepreneurship development in the cultural heritage sector.

As the project is near completion in 2023, the preparation of documentation report is an important step to capture significant cases, processes, experiences, and lessons learned, in order to inform future programs design and policy making in the region, and in similar context in other regions.

PURPOSE OF THE ASSIGNMENT

UNESCO is looking for engaging the services of a consultant with demonstrated experience working in fragile/crisis and development contexts and decent work, to support the preparation of a documentation report that reflects the strategic approach on the creation of decent jobs opportunities through the employment of Employment Intensive (EI) approaches in the Cultural resource Management (CRM) sector.

DUTIES/TASKS AND EXPECTED OUTPUT

The consultancy is expected to produce a report describing the methodology adopted during the implementation of the project, together with an analysis of challenges, experiences and lessons learnt, for possible future replication of the approach in other countries in the Arab region.

Long Description

To achieve the objective of the assignment, the Consultant will work in close collaboration with UNESCO and ILO offices in Jordan and Iraq shall undertake the following activities:

  • Discuss the consultancy objective, methodology and expected output with project teams in Jordan and Iraq
  • Prepare an annotated outline
  • Conduct discussions with project stakeholders and partners, and undertake field missions in both countries
  • Consolidate and summarize available data and information illustrating methodology, experiences, challenges, and lessons
  • Work closely with the project teams (counterpart specialists) to develop the documentation report including requirements for photos, graphic images or arts, or key messages
  • Submit draft report and discuss with project teams
  • Finalize documentation report by incorporating the comments received from UNESCO and ILO.

The above will be achieved by carrying out home-based desk review, online meetings, interviews with project implementers and partners, and field visits in selected sites in Jordan and Kurdistan region in Iraq.

TRAVEL

The assignment is homebased, but the consultant will be required to undertake missions on behalf of UNESCO in both Jordan and Iraq (1 mission per country – up to 10 days each). In an event where travel is deemed necessary, the following provisions shall apply:

i. Amount referred to in the Contract to cover the travel costs is made on budgetary basis and in line with UNESCO’s standard rates for daily substitute allowance. Payment will be made based on actual number of mission days and actual cost of airline ticket;

ii. Prior to undertaking any missions, the Consultant should receive the security clearance from UNDSS and sign a Travel Order by the Head of Office.

iii. The Individual Specialist/consultant shall be reimbursed travel against a signed claim supported with a signed Travel Order and submission of a mission report along with original invoices and receipts of payments presenting the effective cost of travel including payment of daily subsistence allowances, visa fees, and actual cost of one airline ticket (ATK) for the authorized travel; in accordance with UNESCO’s travel provisions and policies.

iv. Booking of airline tickets considering that reimbursement will be paid based on actual amount paid.

TIMETABLE AND DELIVERABLES

The total duration of this assignment is tentatively 3 months (55 workdays) from 15 October 2023 to 15 January 2024, and the expected deliverables are as follow:

    1. The documentation report will consist in narrative document (in English) with explanations illustrating the methodology, including a detailed description of the results, experiences, and lessons learnt on the use of ILO’s Employment Intensive Initiatives applied to cultural heritage sites. Photos, graphics, and visual arts will need to be included. The content will also touch on key cross-cutting areas: gender equality, social inclusion and reaching vulnerable groups, skills development, working conditions and OSH, environmental and social safeguards, and social dialogue. To be submitted no later than 31st December 2023.
    2. A summary of the documentation report per country, in 8-10 pages maximum (in English), will also be developed to be utilized as a communication material with less condensed materials, be simpler and more visually attractive to readers. To be submitted no later than 10 January 2024.

REQUIRED QUALIFICATIONS

Education:

  • Master’s Degree in Social Science, Economics, International Development, Business Administration, Political Science or equivalent.

Work Experience

  • Minimum 5 years of proven relevant experience in development research and analysis, preferably in the Middle East region.
  • Experience in undertaking qualitative and quantitative research, managing information and data, and working with different ethnic groups, stakeholders from government, research institutions and civil society organizations.

Languages

Fluency in oral, reading, and written English is required. Fluency in Arabic language is highly recommended.

DESIRABLE QUALIFICATIONS

Work Experience

  • Experience in research papers in EIIP Approaches is an advantage,
  • Experience working within culture and heritage sector, or area related to sustainable development

Languages

Knowledge of Kurdish would be an asset.
