Terms of Reference

1. Consultancy assignment background

The Internal Displacement Monitoring Centre (IDMC) is the world’s authoritative source of data and analysis on internal displacement. Since our establishment in 1998 as part of the Norwegian Refugee Council (NRC/IDMC), we offer a rigorous, transparent and independent service to the international community, and inform policy and operational decisions to improve the lives of people living in, or at risk of, internal displacement.

With a team of around 30 people in Geneva and an annual budget of over 5 million USD, we monitor all countries in the world for which we provide verified, consolidated and multi-sourced estimates of the number of people internally displaced or at risk of becoming displaced by conflict, violence, and disasters. We complement this global data with interdisciplinary research into the drivers, patterns and impacts of internal displacement. Using this evidence, we provide tailor-made advice and support to inform global, regional and national policy-making. Our data and evidence are published on our website and via our Global Internal Displacement Database. Our flagship report, the Global Report on Internal Displacement published every year in May, is the world reference on IDP statistics, featuring trends and thematic analyses, country and regional spotlights.

The consultant will mostly support the Sub-Saharan Africa, North Africa and the Middle East Regional Team. The team monitors internal displacement events linked to conflict, violence and disasters and is responsible for providing reliable internal displacement estimates and additional analysis on displacement trends and patterns in the regions.

The team deals with very large amounts of data, and it encounters numerous challenges to process them. Therefore, additional support is required to review and process this data before it can be analyzed by the respective Monitoring Experts and uploaded into IDMC’s internal database.

The consultant will help the team to process internal displacement datasets as well as carry out research to identify displacement events in a pre-defined countries in the region. This work will contribute to the Global report on Internal Displacement 2023 and to the Global Internal Displacement Database.

2. Objectives and scope of work

Objectives

The consultant will carry out research to identify internal displacement events in a set of countries in the region and will enter the relevant information into an MS Excel template. This data will be curated by IDMC’s Monitoring Experts and the Regional Coordinator and used for the Global report on Internal Displacement 2023 and published in the Global Internal Displacement Database.

Scope of work

  • This is a home-based consultancy.
  • The consultancy will run between mid-June to mid-December 2022
  • The consultancy includes review of secondary data sources, their analysis and input of the relevant ones into an MS Excel template.
  • The information to review will be written in English and French
  • The consultant is required to have a laptop with standard MS Office software, including MS Excel

Major tasks and responsibilities

  • Daily monitoring of key data sources of internal displacement for selected countries and inputting of all relevant information into an Excel template
  • Harmonizing data in an Excel template for IOM DTM reports for selected countries
  • Support monitoring of information on internal displacement coming from the local media when needed

3. Institutional and organisational arrangements

The consultant will primarily report to the Regional Coordinator for SSA & MENA. S/he will be expected to participate in monthly catch-up calls with the Regional Coordinator to review the progress of the work. During Regional Coordinator’s absence, s/he will report to a defined focal point person.

The consultant will be also expected to be in touch with the sub-regional Monitoring Experts in case of questions on the internal displacement data regarding their specific sub-regions.

The payment will be done in 2 installments – first at the end of August, and second in mid-December.

NRC/IDMC will own the intellectual property rights to all materials submitted by the consultants under the contract. The consultants must therefore ensure that they have possession of any materials provided to NRC/IDMC as a part of the deliverable. The rights to reproduce the reports will fall to NRC/IDMC and its contracted agents. NRC/IDMC will be free to reproduce the materials at will and to grant reproduction rights.

Duties of the consultant

  • To deliver all the deliverables as described in the section on ‘’Major tasks and responsibilities’’.
  • To be reachable for regular consultations with the sub-regional Monitoring Experts and for the monthly catch-ups with the Regional Coordinator.

Duties of NRC/IDMC

IDMC will provide the consultant with initial training on internal displacement data concepts and methods, and data collection so that s/he can carry out the required tasks successfully. IDMC will remain available through the consultancy period to provide additional trainings and answer questions so that the consultant is able to fulfil all the tasks.

4. Implementation schedule and estimated inputs

  • Daily monitoring of key data sources of internal displacement for selected countries and inputting of all relevant information into an Excel template between June and December 2022
  • Harmonizing data in an Excel template for IOM DTM reports for selected countries between June and December 2022
  • Support monitoring of information on internal displacement coming from the local media when needed between June and December 2022

The ideal start date of the consultancy is 13 June 2022.

Expected weekly time to work on the deliverables:

  • 13 June – 21 August (10 weeks): 10 hours per week
  • 22 August – 16 December (17 weeks): 6 hours per week

5. Qualifications of the consulting company

The Consultancy must be a registered company or a sole trader, and provide proof of registration.

Experience and qualifications

  • 1 year of proven experience working and analyzing humanitarian data
  • Fluency in English and intermediate level of reading French
  • Ability to use MS Excel
  • Ability to work independently with minimal supervision

  • Rates: hourly consultancy rate* in CHF or EUR, inclusive of all charges.

*This hourly rate and currency will be fixed for the duration of the contract. Any payment for additional costs, third-party services or travel expenses will be discussed and decided on for each consultancy contract and thus these costs should not be listed in the application. The service provider is responsible to ensure that VAT and other taxes, if any, are included in the charges and invoiced where applicable.
