FOR THE CONSULTANCY CONTRACT OF: Consultancy to Establish Database for Administrative Migration Data at National Bureau of Statistics, office of the President, Government of South Sudan.

Nature of the consultancy: Consultancy to Establish Database for Administrative Migration Data at National Bureau of Statistics (Category B)

Project Context and Scope:

The BMM programme is a regional, multi-year, multi-partner project co-funded by the EU Emergency Trust Fund for Africa (EUTF) and the German Federal Ministry for Economic Cooperation and Development (BMZ). It is implemented by British Council, Civipol, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, United Nations Office on Drugs and Crime (UNODC) and the International Organization for Migration (IOM). The BMM programme covers Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan and Uganda under all the three components of the BMM programme. These include: (i) Migration Governance, (ii) Cooperation on Trafficking and Smuggling of Migrants, (iii) Protection. The programme is currently in its third phase of implementation having completed phase one which ran from 2016 – 2019 and phase two which ran from 2019- 2022. The second phase was successfully closed on 31 September 2022. The programme is now on its third phase of implementation and is expected to run from October 2022 – March 2025. IOM’s allocation of the BMM budget is 9,500,000 Euro, however, signing of the contract has delayed and it is anticipated that once signed the remaining implementation period will be about a year and a half in order to allow for the smooth closing of the programme. It is with this background that a planning session will be conducted to hone the implementation of the third phase of BMM given the tight Implementation period.

Organizational Department / Unit to which the Consultant is contributing:

The overarching purpose of the consultancy is to:

  • Develop Database at the National Bureau of Statistics that has data collection tools, data analysis, Data Reports template on major thematic areas (International flows, Migrants and their Distribution, Labor distribution, Forced migration on IDPs, refugee, climate change migrants), and testing of installed hardware and network.

The consultant will also provide expertise on migration data to initiate collection of administrative data, by developing data collection tools based on harmonized indicators, data analysis, and reporting and dissemination tools.

The Administrative Data source currently sitting at line ministries falls in to the following categories.

  • International flows
  • Migration Stocks
  • Labour (both Work permits, and Labour Market information system (LMIS)
  • Remittance
  • Health Indicators (Birth, Death)
  • Crime data (Prosecution, Detention, and Deportation of migrants)
  • Education
  • Telecommunication (Sim registration, International Traffic)
  • IDPs
  • Refugees
  • Visas and residence permits data, dual citizenship
  • Victims of Trafficking in Persons
  • Trade
  • Transhumance
  • Climate Migrants

Category B Consultants: Tangible and measurable outputs of the work assignment

  • Develop Database for migration data tabulation, analysis and report and storage in to already Installed server and networked to the office’s computers, UPs, tablet for data collection, server, and printers in the Migration statistics office in the National Bureau for Statistics.

Under the direct supervision of the Program management and in close collaboration of the National Bureau of statistics, BMM Regional Program Management Officer, BMM South Sudan Focal Person the consultant will have the responsibility for the following duties:

The primary objective of the consultancy is to establish Database, develop tools for data collection, data analysis and reporting, software design and portal platform to manage administrative migration data in South Sudan with the support of the relevant stakeholders. The specific objectives of the consultancy are:

  • Identify The data collection and software to be use for analysis of administrative migration data, currently the National Statistic Office uses Excel, STATA, and SPSS whose licences are by and large unrenewed.
  • Establishment of cloud computing as a cost-effective means of sharing and saving data and creating databases. The alternative offers a greater ability to restore data and prevent loss. Examples of industry-standard enterprise cloud storage solutions are:
  • pCloud
  • IDrive
  • Backblaze
  • Microsoft OneDrive
  • Establish intranet system as a secure means of collaboration and management of data exclusive to the employees and data officers in the organisation. The establishment of the intranet would provide a secure and central repository for data and efficient management as well. In this regard, the use of a Network-Attached Storage (NAS) system. The NAS system, by definition, is a file-dedicated storage device which makes files accessible to anyone using the same local network as the device.

Category B Consultant hired to deliver a report on a two-instalment payment basis:

  1. First deliverable – First Consultation with TWG on Migration Data and Develop a software for Administrative Data management including data Collection templates by January 28, 2024
  2. Second and Final deliverable – Develop user guide and capacity building training for TWG on use of the database, and launch, by the 15 February 2024.

Education, Experience and/or skills required

  • Bachelors in information technology, computer science or related
  • Experience in establishing advanced Management Information Systems (MISs)
  • Experience in M&E Systems
  • Good command to setup servers running Linux Operating System
  • Full stack software developer
  • Ability to share knowledge with others
  • Excellent command in English
  • Good knowledge of the UN system and organizational mandates as well as interagency cooperation platforms on migration

Travel required

The consultant is required to travel to Juba for 1 week, South Sudan during the consultation stage and to deliver 2 days capacity building training on Database management for statistical focal points from line ministries.
