FHI 360

ORGANIZATIONAL OVERVIEW

The five-year, USAID-funded EpiC/Thailand project will manage and implement a set of interventions to reduce HIV transmission among men-who-have-sex-with-men (MSM), male sex workers (MSW), and transgender women (TGW) populations and to improve the quality of life of people living with HIV (PLHIV) in Thailand. The project supports the implementation of activities that demonstrate marked improvements in access to and uptake of HIV testing, care, support, and treatment services in Bangkok, Chonburi, Chiang Mai, Chiang Rai, Nonthaburi, Patumthani, Phitsanulok, Samutprakarn, Song Khla, and Ubonratchathani.

The key population-led health service (KPLHS) organizations have immensely contributed to HIV epidemic control in Thailand. Programmatic findings show that individuals tested under the KPLHS model were diagnosed at higher CD4 counts at ART initiation compared to the national hospital-based program.[i] Furthermore, it is estimated that a relatively small number of KP organizations are responsible for 44% of all PrEP distribution in the county as of January 2022.[ii]

During the past few years, the funding from international donors, especially USAID and PEPFAR, is declining. Nevertheless, most of KPLHS organizations have developed productive relationships with the Thailand National Security Organization (NHSO) and their provincial and regional offices that have led to increasing reimbursements from them for their services. These reimbursements have been further increased by many of KPLHS organization’s laboratories becoming certified by the Thai Medical Technologist Association and on-going accreditation, certification, and standards development in collaboration with the MOPH.

Furthermore, several of KPLHS organizations are developing social enterprises that can contribute to their HIV service costs. However, it is noted that successful enterprises, like all companies, take multiple years to develop before they become successful at generating income.[iii]

Therefore, sustainability is one of the key priorities under the EpiC program to assist KPLHS organizations to strategize their short-term and long-term plans, to identify needs and technical assistance to fulfil this goal, and to assist these organizations to develop customized business plans.

REQUIRED SERVICES

FHI 360 is seeking the support of mentorship services from a senior-level consultant to engage with KPLHS partners of the EpiC Project, e.g. SWING, MPLUS, CAREMAT, RSAT, ACPOM, APTN, IHRI, to document institutional capacity and readiness of KPLHS organizations toward sustainability, to form business plans that help them transition from reliance on US government funding. This mentorship service needs to be completed by June 30, 2022.

Purpose: EpiC Thailand is preparing its partners for a transition from international funding to domestic funding and individualized business opportunities. In order to equip the partners with adequate management and business skills, it is essential to seek mentorship services to help the partners to conduct organization analyses to identify their readiness and capacity to seek sustainability and to help each organization to develop their sustainability strategies.

Deliverables:

The services required of the contractor would include, but not be limited to:

  1. Evaluate and document profiles of KPLHS organizations and related government stakeholders on roles and capacity with regards to Sustainability Transformation.
  2. Document current institutional capacity and readiness in relation to sustainability
  3. Determine viable business models including short-term and long-term strategies of each KPLHS organization
  4. Develop business plans that may include fee-based service model at existing clinics, engagement with National Health Security Office (NHSO) to expand health service product reimbursement, and to identify other potential donors
  5. Explore other related capacity building and strengthening needs and/or other needs as per the Sustainability Transformation objectives.

  • Documentation of viable business models including short-term and long-term strategies of each KPLHS organization – June 2022

To be acceptable and eligible for evaluation, proposals must be prepared following the preparation instructions found in the RFP and must meet all the requirements stated in this RFP. FHI 360 may reject any proposal that fails to comply with the requirements of this RFP. FHI 360 will evaluate acceptable proposals per the evaluation criteria described below. FHI 360 intends to award and issue a purchase order to the firm that offers FHI 360 the “Best Value” in terms of technical (quality of work –samples and references), cost and past performance. FHI 360 may award on the basis of initial offers received, without discussions. Therefore, each initial offer should contain the Offeror’s best terms from a price and technical standpoint.

DESIRED FIRM/CANDIDATE PROFILE

The ideal Contractor will possess the following skills:

  1. Have at least five (5) years of experience in consultancy services related to organizational management in Thailand

  2. Have an expertise in social enterprise law and ecosystem in Thailand

  3. Have experiences in working with community-based organizations

  4. Have knowledge related to social development, HIV/AIDS, and other health related issues

  5. Experience in conducting market research, including analyzing and synthesizing research reports and conducting primary research studies and social research studies

EVALUATION CRITERIA

  6. FHI 360 may request from short‐listed offerors a second or third round of either oral presentation or written response to a more specific and detailed scope of work that is based on a general scope of work in the original solicitation.

  7. FHI 360 has the right to rescind a solicitation, or rescind an award prior to the signing of a subcontract due to any unforeseen changes in the direction of FHI 360’s client, be it funding or programmatic.

  8. FHI 360 reserves the right to waive any deviations by offerors from the requirements of this solicitation that in FHI 360’s opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition.

  9. Data produced under this solicitation belongs to FHI 360. Any distribution of data must first have written authorization from FHI 360 or its designated representative.
