CONSULTANCY SERVICES TO REVIEW BROOKE EAST AFRICA LEGISLATIVE ADVOCACY WORK IN KENYA, TANZANIA AND SOUTH SUDAN

Objectives

In the six countries where Brooke East Africa has programmatic work, Brooke East Africa has been supporting through our partners review, development, implementation and enforcement of policies and legislation at different levels. It is therefore necessary that a systematic review of our policies and legislation work is undertaken This consultancy provides a starting point for taking stock and for addressing any gaps or bottlenecks associated with the entry, nature and type of support provided in legislative advocacy processes.

Specific objectives

The consultancy will therefore be required to engage with Brooke East Africa, its partners in Kenya, Tanzania and South Sudan and any relevant stakeholder in a bid to;

1. Review and document legal frameworks that BEA and partners have been supporting including policies, bills, strategies and programs and outline other relevant legal frameworks that impacts donkey welfare which should be prioritized.

2. Identify decision-making and governance processes, barriers, difficulties and bottlenecks in the formulation, implementation and enforcement of these legal frameworks.

3. Identify any existing legislative literacy gaps amongst the partners and provide a detailed training program to address the gaps for effective advocacy.

4. Develop a reference guide streamlining BEA’s entry, nature and type of support to governments in the development, implementation and enforcement of the relevant legal frameworks.

Deliverables

1. Publish comprehensive country-based reports and a consolidated executive summary on status of legal frameworks in Kenya, Tanzania and South Sudan that outlines decision-making and governance processes, barriers, difficulties and bottlenecks in the formulation, implementation and enforcement of the legal frameworks, with practical recommendations for effective support by BEA and partners to the process.

2. A report on legislative literacy gaps amongst the partners and a detailed training program to address the gaps.

3. A reference guide streamlining BEA’s entry, nature and type of support to governments in the development, implementation and enforcement of the relevant legal frameworks Legislative.

Implementation Plan

The duration of the consultancy shall be 15 days spread across a period not exceed 2 months.

Knowledge and Skills Required

1. Master degree or its equivalent in Law, Public Policy, Social Sciences, Development Studies or any other related field.

2. At least 5 years proven experience in advocacy, legislative development, policy analysis and review in the region.

3. Ability to produce well-written reports, exhibiting excellent analytical and communication skills.

4. Conversant with parliamentary processes for policy and legislation formulation.
