Consultancy Services to conduct Gender Gap analysis in 6 ASAL Counties in Kenya and Gedo Region of Somalia

  1. Introduction:

Johanniter-Unfall-Hilfe eV. is a German Non-Governmental Organization that provides international assistance through its Johanniter International Assistance department and its country offices. Johanniter International’s 2027 Strategic Programme objectives include Health, Livelihoods, and Disaster Response and Preparedness for communities affected by conflict and disaster.

Johanniter International Assistance in Kenya began its work in 2011, initially supporting nomadic communities by providing immediate humanitarian aid. Since then, the organization has expanded its work together with partner organizations to support affected communities in providing health and nutrition support, promoting sustainable and climate-adapted agriculture, diversifying income opportunities, and securing water supplies among the most vulnerable groups in the ASAL Counties. Johanniter International Assistance together with its local partners are currently implementing various projects in 6 Counties in Kenya (Isiolo, Mandera, Turkana, Nairobi, Embu and Kiambu) and Gedo region in Somalia. Johanniter International Assistance in Kenya is planning to expand its areas of operations to other hard-to-reach communities in Kenya and Somalia.

  1. Purpose of the Consultancy:

The objective of this consultancy is to conduct a context and gender gap analysis through a desk review of secondary data sources aligned with Johanniter International Assistance’s three strategic objectives (Health, Livelihoods and Emergency preparedness and response). The findings will inform the design and implementation of Johanniter’s future projects in Kenya and Somalia (Gedo region). The consultancy is expected to review secondary data on gender needs as well as gaps, opportunities, threats and obstacles for both men and women in the targeted counties in Kenya and Somalia.

    1. Specific objectives of the consultancy:
  1. Provide an in-depth analysis of needs, opportunities, safety and protection issues and barriers for both men and women in the targeted areas
  2. Explore the factors that facilitate or hinder the division of labour, gender roles, responsibilities, access and control over resources (e.g. skills, knowledge, literacy levels, education levels, property rights etc.) and how they impact the opportunities for the advancement of women and men.
  3. Analyze vulnerability brought about by gender inequalities in the target ASALs and how community cultural norms, values and practices contribute to this.
  4. Review the existing laws, legislations, policies and national action plans on gender equality and how they have contributed to the implementation of gender programming by Government and non-state actors.
  5. Undertake stakeholder analysis on different actors undertaking gender programming and document lessons learnt in the 6 target areas.
  6. Provides feasible recommendations for gender programming to avert gender barriers in project implementation.

From the analysis, the consultant will be expected to provide recommendations for gender mainstreaming in Johanniter programs in the target areas and devise an evidence-based action plan for future projects. The gender analysis will be conducted through desk reviews. Later, Johanniter International Assistance will undertake additional gender analysis assessments in specific counties during the project baseline assessment to analyze further the barriers related to gender inequality and come up with an action plan on how to address these challenges in our target areas

  1. Timeframe for the Consultancy

This assignment is to be implemented in 20 days spread over 1.5 months starting 15th November 2022- 31st December 2022. All products resulting from this consultancy will be the exclusive property of Johanniter International Assistance.

  1. Scope of Work

The consultancy will be conducted as a desk review targeting 6 Counties in Kenya’s ASAL. i.e.,Turkana, Mandera, Isiolo, Marsabit, Kajiado and Wajir. The review will involve an analysis of gender barriers in program implementation as well as the review of available gender action plans and Government policies and legislation in the country and how effective their implementation has been in reducing the gender barriers in the Country. The consultant is expected to focus on Johanniter International Assistance’s programmatic strategic objectives in Kenya; i.e. Health, Livelihoods and Emergency preparedness and response.

  1. Key Deliverables

The consultant is expected to provide the following as part of the deliverables;

  1. An inception report including the outlining the approach e.g. contextual analysis, methodology, data collection and analysis and outline of the final report. The inception report will be presented during the inception meeting with the Johanniter International Assistance team. The inception report MUST be 20 pages maximum.
  2. Feasible recommendations for gender programming based on the study findings.
  3. An online consultation meeting with the Johanniter International Assistance team to review and validate the findings.
  4. PowerPoint presentation highlighting key findings and recommendations from the desk review.

Final report aligned to the three strategic objectives of Johanniter International Assistance with an in-depth analysis of the context, gender analysis, recent secondary data relevant to the areas under study, barriers in achieving gender equality, key actors in gender matters in Kenya and feasible recommendations for Johanniter for gender response programming. Maximum 40 pages excluding Annexes.

  1. Johanniter’s International Assistance (JIA) Responsibilities
  2. The Johanniter International Assistance Programme Manager will provide the consultant with the available internal documents relevant to this consultancy as required by the consultant.
  3. The Johanniter International Assistance Programme Manager will organize the online validation meeting once the final draft report is ready for dissemination.
  4. Minimum Qualifications
  5. Advanced university degree (Master’s degree or equivalent) in gender studies, social sciences, or another relevant field.
  6. At least 10 years of proven ability and solid experience undertaking gender analysis assessments and gender mainstreaming at the national and regional levels. (Kenya and Horn of Africa).
  7. Extensive knowledge and experience in conducting desk reviews on gender analysis for Non-Governmental organizations (NGOs), Humanitarian organizations and development partners.
  8. Experience in developing gender action plans for NGOs and practical knowledge of gender mainstreaming into projects and programs.
  9. Experience working in Kenya (Especially ASAL Counties) and HOA countries with INGOs, Local NGOs, or donors.
  10. Excellent demonstrated understanding of the workings of German donors (BMZ, GFFO, ADH), UN agencies, ECHO, EU, USAID, DFID etc. Similar consultancies undertaken with these donors are desirable.
  11. Excellent English language, written and spoken is required. Submission of past reports will be requested

  3. Proven experience working in Kenya (especially ASAL Counties) and HOA countries with INGOs, Local NGOs, or donors.

  5. Sample of at least 3 knowledge products (previous assignments) on gender analysis desk review completed

  2. Proposed assignment plan that includes clear timelines for the assignment that demonstrates the understanding of the assignment expectation.
  3. Detailed financial proposal and budget breakdown based on expected daily rates and initial work plan. The budget should be inclusive of all costs required to complete the activities, such as logistics.
  4. The technical Proposal MUST not be more than 15 pages

Only consultants scoring 75% or above will be invited to participate in the next round of procurement which is the presentation of technical bids. Johanniter International Assistance will not enter into financial negotiations for this consultancy. Therefore, the consultant is encouraged to submit a budget that is financially reasonable within the number of billable days and in relation to the scope of work and required methodologies.

  • Terms of Payment

Payments will be made based on agreed-upon deliverables on contracting.
