Terms of Reference for Consultancy Services – Stakeholders Engagement

1. Background Information:

The Building Resilient Communities in Somalia (BRCiS) Consortium was created in the aftermath of the 2011 famine. To reduce the risk for similar mass suffering, the Consortium focuses on addressing the root causes of communities’ vulnerabilities and strengthening local resilience capacities. Committed to a bottom-up model of decision-making, Consortium Members work together to leverage integrated programming models, flexible multi-year funding streams, community participation and ownership structures, and the expertise and resources of local and international organizations.

The consortium is looking for a consulting company to support the organization and delivery of validation and external dissemination workshops of the BRCiS III project baseline findings.

2. Objectives of the Consultancy:

Ensure effective validation and dissemination of the BRCiS III baseline findings and community action plans through well-organized workshops.

Facilitate the engagement of local stakeholders, including government officials from Federal Member States (FMS) and district levels, as well as citizens.

3. Scope of Work:

  • Develop a comprehensive workplan for the organization and delivery of 5 presentations (1 day each) in Baidoa, Kismayo, Jowhar, Gaalcayo, Garowe.
  • Establish contact in the relevant line ministries to co-lead the organisation.
  • Undertake all necessary preparations for the workshops, including identifying suitable locations, preparing workshop materials (such as presentations, handouts, and visual aids in English and Somali – or other local dialect), and ensuring that the content is tailored to the needs and understanding of the local stakeholders.
  • In collaboration with the relevant, Stakeholders and based on the content of the research and findings, develop the workshops agendas.
  • Identify presenters and panellists and engage with them on the preparation of the workshop the presentations.
  • Presentation and content development: develop and deliver presentations and other workshop content that effectively convey the BRCiS III baseline findings. Ensure that the information is presented in a clear, concise, and engaging manner.
  • Coordinate all logistical aspects of the workshops including arranging travel and accommodation for guest travels, securing workshop venues, and ensuring that all necessary equipment and materials are available, including banners.
  • Convene and facilitate the workshops, ensuring active participation and engagement from all stakeholders. This includes managing the workshop agenda, leading discussions, and encouraging constructive dialogue.
  • Work closely with the NRC’s Consortium Management Unit to align the workshops with the overall goals of the BRCiS III project and to ensure consistency and coherence in messaging and approach. This will also require engagement with the different partners involved in the baseline process – including Causal Design, ICRAF and the Collaborating, Learning and Adapting consultants.
  • The events will have to be aligned with the Consortium Collaborating, learning and Adapting strategy.
  • Feedback and reporting: Collect feedback from workshop participants and prepare post-workshop reports summarizing the outcomes, key discussions, and any recommendations or action plans that emerge from the workshops.
  • Develop two social media posts for each event, including quality photographs.

4. Expected Deliverables:

  • A detailed workplan.
  • Successful organization and facilitation of 5 workshops within the stipulated time frame.
  • 5×2 social media post with unique content
  • Workshop reports and stakeholders feedback summaries.
  • Recommendations relating to adequate stakeholders’ engagement and citizen consultations that will enhance accountability systems for the rest of the project.

5. Duration and Timeline:

Consultancy period: May to August 2024

Timeline for key milestones and deliverables to be agreed upon.

7. Consulting Company Qualifications:

  • Proven experience in workshop facilitation, stakeholders, and citizen engagement.
  • Senior Consultants hold a master’s degree in international relations, policy development, political sciences or related.
  • Track record of excellence in delivering consultancy services relating to advocacy, policy design and stakeholder engagement.
  • Knowledge of Somalia’s socio-political context, particularly relating to FMS and district levels.
  • Excellent organizational, communication, and presentation skills.
  • Ability to work collaboratively with diverse teams.

8. Reporting and Communication:

Regular reporting to the Consortium Management Unit.

9. Evaluation Criteria: Application and Required documents.

  3. Completion and inclusion of requested information and supporting documents (Administrative compliance) to be submitted with tender.

    a)Copy of company registration – Proof of registration from the country of origin as a limited liability company sole trader/self-employed

    b)Copy of company tax compliance certificate

  4. Technical supporting documents

    a) A cover letter introducing the consultant. The cover letter should introduce the team composition and specify the role to be played by each team member.

    b) A technical proposal of workshop facilitation and stakeholders’ engagement in Somalia. It should demonstrate a clear understanding of the ToR (Terms of Reference)

    c) Previous experiences in similar works/services – Evidence of policy and advocacy work in the context of Somalia (Samples of similar work) is required.

    d) Resume of each team member (Schedules (Key Personnel and Activity schedule)

  5. Financial supporting documents

    a) Price in comparison to NRC estimated rate – Proposed budget indicating consultancy fee, logistics cost and all other auxiliary costs in USD.

  6. The consultant’s availability.

  7. Reference letters and the contact of at least three referees (email and telephone).

  8. Submission of BID documents and deadline.

10. Confidentiality and Ethical Considerations:

Adherence to NRC’s confidentiality policies and ethical standards.
