Consultancy Service to facilitate a Training on Interview Techniques

Project Context and Scope:

In 2017, the Government of Bangladesh (GoB) and European Union (EU) signed the “EU – Bangladesh Standard Operating Procedures for the identification and return of persons without an authorization to stay” (SOPs) to establish effective and efficient procedures for the return of irregular Bangladeshi migrants from the EU Member States.

To support the efforts of GoB in implementing the SOPs, the International Organization for Migration (IOM) implemented a project titled “Supporting the EU-Bangladesh Standard Operating Procedures for the Identification and Dignified Return of Persons Without an Authorization to Stay (Phase-I)”, from 2018 to 2020 in close collaboration with GoB and with the financial support of the EU. The key deliverable of the project was a Returnee Case Management System (RCMS) deployed in Bangladesh in November 2020, which digitalized return case processing.

While progress was made under the Phase-I, GoB has identified a need for further assistance in ensuring the sustainability of the RCMS through increasing the capacity of relevant stakeholders on the use of the system and effective processing of return cases. To address the need, an extension of the project (Extended Phase-I) officially began in Bangladesh on 7 August 2022 following the GoB approval.

Return request applications are submitted by EU Member States to respective Bangladesh Diplomatic Missions (BDMs), through the RCMS. The applications often require the potential returnees to be interviewed by the BDMs as part of the person identification and nationality verification process. The interviews are conducted outside the RCMS, following GoB’s consular practice. Results of each interview are uploaded in the RCMS by respective BDMs, after the interview is completed. Therefore, it is important to ensure that relevant BDM officials have good understanding and skills on effective interviews that are required to facilitate the person identification and nationality verification process.

Hence, under the ongoing project (Extended Phase-I), IOM will organize a one-day training (in-person) on interview techniques for representatives from BDMs who have access to the RCMS, in November 2023, in Brussels, Belgium.

The objective of the training is to enhance the capacity of the BDMs in conducting interviews with irregular migrants and efficiently and effectively collecting information, from interviewees, necessary for processing the person identification and nationality verification process.

During the training, IOM Bangladesh will facilitate an introductory session to promote understanding of the participants when/in which cases the interviews with the potential returnees are required under the current RCMS and on how to upload/entry the results of the interviews in the RCMS. IOM Bangladesh will also facilitate discussions related to the RCMS in case any queries or discussions on the system are raised by the participants. The selected trainer is expected to facilitate other sessions focusing on interview techniques that are required to identify and verify the nationality of irregular migrants effectively and efficiently. The sessions are not necessarily linked to the use of the RCMS.

Tangible and measurable output of the work assignment:

  1. A one-day training on interview techniques delivered in person in Brussels, Belgium [Language: English].
  2. Training materials including agenda, presentations and handouts (if necessary) developed [Language: English].
  3. Through pre- and post-training assessments, enhanced understanding, knowledge and skills of the participants on interview techniques necessary for effective and efficient nationality verification confirmed.

Performance indicators for the evaluation of results:

80% of the participants reporting through the post-training evaluation that their understanding, knowledge and skills on interview techniques that are necessary for effective and efficient identification and nationality verification of irregular migrants are enhanced.

Travel required: Yes.

Duration of the Consultancy Contract:

Three working days including one-day facilitation of the training on Interview Techniques in-person in Brussels [mid-November 2023].

Administrative and logistics arrangement:

IOM Bangladesh will bear travel costs (flights and DSA) of the facilitator and other necessary costs for the training, such as costs for venue, refreshments, lunch, stationaries etc.

Required Qualifications and Experience:

The offers will be evaluated in compliance with the following requirements:

• Master’s degree in a related field from an accredited academic institution with 5 years of relevant professional experience; or University degree in the above fields with 7 years ofrelevant professional experience;

Languages

Appointment will be subject to certification that the candidate is medically fit for appointment or visa requirements and security clearances.
