GIZ would like to invite all interested bidders (consulting firms) who are eligible to participate in this open tender, are herewith requested to submit their proposals to provide “Financing Study, IGAD Migration Programme and IGAD Climate Prediction and Applications Centre (ICPAC)”.

This tender is restricted to bidders in the IGAD Region (applicants shall only be from IGAD member states).

The study in the consultancy service has the following objectives:

  1. Through consultations with the IGAD Migration Programme and ICPAC, identify the relevant projects relating to HMCCC that planned or are currently being implemented by the two organisations and for which there is a need for financing. Among these projects, under the direction of ICPAC, the IGAD Migration Programme and the GP, select a few flagship projects for which a funding strategy will be produced.
  2. Create a mapping of actors and donors operating in the region and across the globe in the field of HMCCC and isolating potential source of financing for the previously identified projects.
  3. Develop concrete and actionable recommendations as well as a strategy to access financing including comprehensive processes, timeline, guidelines and an outreach strategy.

The contractor shall provide the following services

The end result of the study will be an approximately 50 pages report (± 5 pages). The contractor is responsible of completing the following tasks and producing the deliverables and milestones by the deadlines laid out in the Table 1 below.

The report must be comprised of 3 sections as described in the following:

Section 1: A detailed review of HMCCC related activities conducted by the IGAD Migration Programme and ICPAC.

Section 2: A mapping of institutions, actors and donors operating in the region in the field of HMCCC as well as an assessment of potential financing options and the parameters governing the access to these funds.

Section 3: Financing Strategy and Recommendations

Production of a Power-Point presentation of the report for the validation meeting.

The report must be developed with a gender sensitive approach and must take into account the gender dimension in proposed recommendations and financing strategy.

To achieve the outputs as specified above the following tasks must be completed:

  • Consultation with the GP, the IGAD Migration Programme and ICPAC to set out the roadmap.
  • Development of a concept note for the study.
  • Consultations with the partners in the form of virtual meetings to produce Section 1.
  • Consultation with key stakeholders in the region and globally for Section 2 in the form of expert interviews.
  • Production of the concept papers for the financing strategy.
  • First review of the report by the stakeholders.
  • Revision of the report based on the inputs of the stakeholders and the Global Programme.
  • Production of the outreach strategy.
  • Finalization of the report.
  • Final review of the report by the stakeholders.
  • Final revision of the report.
  • Report validation meeting where the results and the report will be presented to the stakeholders.

Tender requirement

1. Qualification of proposed Staff

1.1. Expert 1

1.1.1. General Qualifications

•Education: Master’s or equivalent in international business, finance, public affairs, environmental studies, migration and displacement studies, economic development, sustainable development, social sciences, political science or other study relevant to sector.

•Professional experience:

5 years’ experience in research, policy advice in/for developing countries in the following thematic areas:

•Climate, disaster and development finance landscape, including different approaches and instruments like climate risk financing, financial inclusion etc.

•Climate change related migration/disaster displacement/relocation

1.1.2. Experience in the region/knowledge of the country

At least 5 years of experience in the IGAD region on similar assignments.

1.1.3. Language skills: Business fluency in English.

  • Bidders shall submit both technical and financial offers.
  • Technical and financial offers shall be separate. (Technical proposal shall not contain price information).
  • The financial offer shall be made as per the price sheet template and the ToR in the tender document. It should list the daily fees and all other necessary costs charged for this contract.
  • The technical offer should include the approach taken by the consulting firm and showcase its previous work in the areas listed above.
  • Applicants shall only be from IGAD member states.
  • GIZ reserves the right to cancel the bid fully or partially.
